About WaterAid India:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.
WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Roles & Responsibility: -
1. Technical Design and Implementation Support
- Provide technical support to the State Programme Director and district teams in the design, piloting, and implementation of water and sanitation infrastructure and technology interventions in operational districts of Odisha.
- Lead and support site selection, DPR preparation, technical designs, estimates, BOQs, and onsite implementation of WASH infrastructure.
- Draft and update Schedules of Rates for civil works in line with state government norms and operational district contexts.
- Provide continuous field-based and on-call technical guidance to district teams across planning, execution, and troubleshooting stages.
2. Quality Assurance, Monitoring, and Evidence Generation
- Ensure all hardware activities adhere to WaterAid quality standards, technical norms, and sustainability principles.
- Ensure best quality and value for money across all WASH infrastructure works in the state through technical vetting, cost optimization, and close guidance, monitoring, and performance review of vendors and contractors.
- Monitor implementation quality and performance of technical interventions; generate evidence, document learning, and recommend course correction where required.
- Lead and guide field surveys, participatory mapping, scoping studies, and need assessments to inform planning and design.
- Collect, analyse, and manage technical data from primary and secondary sources for effective implementation and sustainability.
3. Thematic Technical Support (WASH)
- Provide direct technical leadership on WASH infrastructure, Sanitation facilities, water recharge and conservation, and groundwater management, water quality interventions under different projects.
- Support preparation of technical notes, concept designs, and innovation pilots aligned with programme objectives and state priorities.
4. Capacity Building and Knowledge Support
- Build technical capacities of district coordinators, water technicians, and project teams through structured trainings and on-the-job mentoring on sustainability and quality aspects.
- Support and deliver technical presentations and knowledge sharing at district, state, and regional platforms.
- Support organisation of learning dissemination events at state and district levels.
5. Reporting, Systems, and Compliance
- Contribute to donor reports, internal technical reporting, and documentation of infrastructure outcomes.
- Review MIS data related to infrastructure activities for accuracy, timeliness, and completeness.
- Ensure timely delivery of all technical outputs and commitments under state programme plans.
- Follow and support procurement and financial procedures related to technical works and expenditures.
6. Partnerships, Policy Support, and Institutional Engagement
- Support the State Programme Director in state-specific policy engagement, technical assistance partnerships, and institutional coordination.
- Identify and build linkages with external experts and technical institutions to strengthen programme quality and innovation.
- Support proposal development and technical inputs for new programmes and partnerships.
7. Cross-cutting Responsibilities
- Participate in and support assessments, monitoring missions, quality assurance exercises, donor visits, and audits.
- Undertake any other technical or programme responsibilities as assigned, aligned with broader organisational commitments.
Eligibility and Qualifications:
Qualification:
- Graduate/Diploma in Civil Engineering with experience in WASH infrastructure design.
Experience:
- Preferably having more than 3 years’ experience in a non-governmental organization or similar institution, supporting design, estimate and implementation of projects on WASH.
- Experience working in close coordination with government departments is desirable.
- Experience in imparting technical training on WASH.
Skills, Aptitude and Attitude:
- Proficiency in making engineering Drawings. Knowledge of the Microsoft Office (Word, Excel, PowerPoint).
- Understanding of Indian Standards, QA&QC protocols, basic financial management and reporting relating to construction activities
- Strong commitment to ethical practices, transparency, and integrity in procurement, vendor management, measurement, billing, and execution of civil works, with ability to prevent and address quality dilution, and misuse of resources.
- Proficiency in Hindi, English and Odia.
- Excellent organizational, logistical and communication skills, good writing skills
- Knowledge & understanding of the local cultural context, governance and systems will be desirable.
