CCCI Social and Development Research (CCCI SDR), the consulting arm of the Center for Communication and Change-India (the sister organisation of the Johns Hopkins Center for Communication Programs) invites applications for empanelment of mid- and senior-level consultants with demonstrated expertise in Social and Behaviour Change (SBC), public health research, and multi-sectoral development programming.
CCCI SDR works at the intersection of evidence, communication, and systems strengthening across thematic areas including Family Planning, Maternal and Child Health, Adolescent Health, Nutrition, Gender, WASH, Non-Communicable Diseases, Climate Change, and Education. Our work spans diverse geographies, requiring deep engagement with communities, frontline systems, and government stakeholders.
We are seeking professionals who combine technical rigour with contextual understanding, and who are able to translate insights into impactful, scalable interventions.
I.CONSULTANTS: SOCIAL AND BEHAVIOUR CHANGE (SBC)
Role Overview
The SBC Consultant will lead and support the design and implementation of behaviour change strategies that are grounded in evidence and responsive to real-world contexts. The role requires an ability to integrate behavioural insights, communication design, and programme implementation, ensuring that interventions are both technically sound and culturally resonant.
Consultants will work across the full programme cycle: from insight generation to strategy development, material design, and implementation support while engaging with diverse stakeholders including government systems, communities, and creative partners.
Key Responsibilities
- Lead the development of comprehensive SBC strategies, including behavioural objectives, audience segmentation, and intervention design
- Synthesize insights from formative research, programme data, and stakeholder consultations to inform communication approaches
- Oversee the end-to-end development of communication materials (print, digital, audio-visual, IPC tools), including concept development, message design, and pre-testing
- Collaborate with creative agencies, production houses, and media partners to ensure quality and contextual relevance of outputs
- Integrate SBC approaches into broader programme design and implementation frameworks
- Design and facilitate capacity-building initiatives for frontline workers and programme stakeholders
- Support monitoring, learning, and adaptive management by incorporating feedback and data into programme refinement
- Document best practices, case studies, and knowledge products for dissemination
- Contribute to proposal development, technical writing, and donor reporting
Qualifications & Experience
- Candidates should hold a Master’s degree or higher in Public Health, Communication, Social Sciences, Psychology, Sociology, Development Studies, or related fields. A PhD is desirable, particularly for senior-level roles. We are looking for:
- Mid-level consultants: 8–14 years of relevant experience
- Senior consultants: 15–20 years of experience, including leadership roles
Applicants should demonstrate strong experience in SBC strategy design and implementation, preferably within public health and development programmes, and familiarity with behavioural frameworks and participatory approaches.
Technical & Software Proficiency
Consultants should have strong proficiency in MS Office (Word, Excel, PowerPoint) and comfortable using design and collaboration tools such as Canva, Adobe Creative Suite, Figma, or Miro. Familiarity with digital learning platforms and multimedia content development is an added advantage. Basic data interpretation skills using Excel or data visualisation tools are desirable.
Other Requirements
Excellent written and verbal communication skills in English are essential; proficiency in Hindi or other Indian languages is an advantage. Strong stakeholder engagement skills are required. Consultants must be willing to travel to project locations across India and potentially South Asia, including field settings.
II.CONSULTANTS: RESEARCH & DATA ANALYTICS
Role Overview
The Research and Data Analytics Consultant will lead rigorous research processes, combining quantitative and qualitative approaches to generate insights that inform programmes and policy. The role requires strong analytical expertise along with the ability to communicate findings clearly to diverse audiences.
Consultants will be responsible for managing the full research lifecycle, including design, data collection, analysis, and dissemination.
Key Responsibilities
- Design and implement mixed-method research studies, including tool development and sampling strategies
- Lead and manage field data collection, including training and supervision of research teams
- Ensure data quality through cleaning, validation, and adherence to ethical standards
- Conduct advanced quantitative data analysis using statistical software
- Analyse and synthesise qualitative and quantitative findings to generate actionable insights
- Prepare high-quality research reports, policy briefs, and presentations
- Support development and implementation of monitoring, evaluation, and learning (MEL) frameworks
- Engage with stakeholders to present findings and support evidence-based decision-making
- Contribute to dissemination of research through publications and knowledge products
Qualifications & Experience
- Candidates should hold a Master’s degree or higher in Statistics, Demography, Economics, Public Health, or related disciplines. A PhD is preferred for senior roles. We are seeking:
- Mid-level consultants: 8–14 years of experience
- Senior consultants: 15–20 years of experience
Strong expertise in quantitative analysis is essential, along with experience in managing large-scale research studies in development or public health contexts.
Technical & Software Proficiency
Advanced proficiency in SPSS, STATA, or R is mandatory. Consultants should also be skilled in Excel and familiar with data visualisation tools such as Power BI or Tableau. Experience with qualitative analysis software (NVivo, Atlas.ti) and digital data collection tools (ODK, KoboToolbox, SurveyCTO) is highly desirable.
Other Requirements
Strong analytical and problem-solving skills are essential, along with attention to detail and the ability to manage multiple priorities. Consultants must be willing to travel to field locations for data collection, supervision, and stakeholder engagement.
III.MULTI-SECTORAL DEVELOPMENT CONSULTANTS
Role Overview
CCCI SDR is also empanelling consultants with cross-sectoral expertise to support programme design, implementation, and strategic advisory roles across priority thematic areas including WASH, Adolescent Health, Maternal and Child Health, Nutrition, Climate Change, Non-Communicable Diseases (NCDs), and Mental Health.
These roles require a systems-thinking orientation and the ability to work across interconnected development challenges, recognising the intersections between health, behaviour, environment, and social determinants.
Key Responsibilities
- Provide technical leadership and inputs across one or more thematic areas, ensuring alignment with programme goals and evidence-based approaches
- Contribute to the design of integrated, multi-sectoral programmes addressing complex and interlinked development challenges
- Support development of strategies, implementation frameworks, and operational plans tailored to diverse contexts
- Work closely with SBC and research teams to ensure programmes are informed by behavioural insights and evidence
- Engage with government stakeholders, civil society organisations, and community institutions to support programme implementation and uptake
- Strengthen monitoring, evaluation, and learning (MEL) processes, including defining indicators and supporting adaptive programming
- Facilitate capacity-building initiatives, workshops, and technical trainings for partners and frontline stakeholders
- Document programme learnings, case studies, and best practices to support knowledge dissemination and scale-up
- Contribute to proposal development, strategic planning, and donor engagement
Qualifications & Experience
- Candidates should hold a Master’s degree or higher in Public Health, Social Work, Development Studies, Environmental Studies, Nutrition, Psychology, or related disciplines. A PhD is preferred for senior roles. We are looking for:
- Mid-level consultants: 8–14 years of relevant experience
- Senior consultants: 15–20 years of experience
- Applicants should demonstrate strong experience in one or more of the thematic areas listed above, with experience working with government systems, multilateral agencies, or international NGOs being highly desirable.

Engagement Modality
Empanelment will be on a freelance/consultancy basis, with assignments varying in number of days, duration, scope, and geography, depending on project requirement.
