Logistics Supervisor

Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.

DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.

GENERAL:
Location: Zokhawthar, Champhai (Mizoram)

Number of positions available: 1 (full-time position)

Availability: 12 months, with possible extension

Starting date: ASAP

Main purpose of Post:
Supervising the daily logistics activities and providing maintenance to the DWBI equipment, facilities and infrastructures, according to DWBI standards and protocols in order to maintain the facilities in perfect condition and collaborate in the development of the mission.

Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Logistics Manager respectively.

Responsibilities/Accountabilities:
• Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to DWBI standards
• Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
• Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to DWBI standards
• Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
• Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to DWBI standards and instructing and monitoring drivers on correct driving habits and standard checks
• Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to DWBI supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment.

Some other Accountabilities:

Supply:
• Ensure end-to-end supply chain operations including procurement, transport, storage, and distribution.
• Maintain continuous and forecasted availability of medical supplies, EPREP kits, and operational consumables across DWBI Clinic, Supported medical facilities and DMC sites.
• Supervise warehouse management ensuring proper storage conditions and organization and accurate stock tracking (physical and digital).
• Manage supported medical activities logistics movements with SupplyCo, ensuring compliance with administrative and security constraints.

Fleet:
• Plan and supervise safe and efficient fleet operations for patient referrals and medical evacuations movements, field/office weekly movements updates and supervision and supply and logistics transportation.
• Ensure preventive and corrective maintenance of vehicles, fuel management and tracking systems.
• Compliance with safety and driving protocols and follow-ups (Defensive driving, Manual transmission driving skills).
• Monitor road access, security conditions, and adapt or adjust movement plans accordingly.

ICT:
• Ensure availability and functionality of Computers, printers, mobile devices and Internet connectivity systems (routers, modems, backup)
• Provide first-line ICT support to staff, including configurations, troubleshooting and regular maintenance.
• Manage user accounts, email systems, and access rights for the project, data backup and cybersecurity compliance.
• Support operational tools such as asset and stock tracking, HR systems (biometric attendance) and data collection platforms for medical and DMC activities.
• Ensure continuity of communication in low-connectivity and emergency contexts.

WatSan:
• Ensure availability of safe water supply for DWBI clinic, Expat house, office staff, and patients.
• Oversee Installation and maintenance of handwashing points, waste management systems (Biomedical and general waste) and hygiene promotion infrastructure (posters, IEC materials).
• Support Infection Prevention & Control (IPC) measures in coordination with the medical team.
• Regular monitoring of WatSan Activities in DWBI facilities, supported medical facilities and DMCs.

Energy:
• Ensure reliable and uninterrupted energy supply for all DWBI facilities, including generator/s and Inverters/Battery backup systems.
• Monitor fuel consumption and price fluctuations, generator usage and maintenance schedules.
• Implement energy optimization practices to ensure cost efficiency and sustainability.
• Maintain contingency plans for power outages and system failures.

Infrastructure & Maintenance:
• Oversee maintenance of clinic and consultation areas, warehouses and storage facilities, expat house and office spaces.
• Ensure all infrastructure is safe, functional, and compliant with DWBI operational standards.
• Supervise construction and rehabilitation works and preventive maintenance plans for all facilities and equipment.

Security:
• Ensure all logistics operations are aligned with project security protocols.
• Coordinate safe movements considering, Checkpoints, curfews, and access limitations, presence of armed actors and conflict dynamics and maintain low-profile operations in sensitive environments.
• Support contingency planning for access restrictions, security scenarios, supply chain disruptions and safeguard project assets and infrastructures.

Emergency Preparedness & Response (EPREP):
• Maintain readiness of EPREP kits and Mass Casualty Incident (MCI) supplies.
• Support the implementation of Mass Casualty Plans (MCP) and Simulation exercises.
• Ensure rapid deployment capacity for Disease outbreaks and Conflict-related emergencies.

HR:
• Supervise and support logistics team members (Drivers, Hygiene Agents, WatSan Agent, Watchmen).
• Conduct daily/weekly briefings and task allocation and performance monitoring and coaching
• Identify training needs and build capacity in Logistics systems, ICT usage and safety and compliance procedures.

Coordination:
• Coordinate closely with medical teams (PMR, MD, Nurses etc.), CHWs and DMC volunteers.
• Contribute weekly operational updates (PUNTO), SitReps (Logistics, ICT, infrastructure inputs).
• Ensure proper documentation of Stocks and supply flows, fleet and fuel usage, ICT systems and infrastructure and maintenance activities.

Requirements:

Education: • Essential secondary education, formal technical training in Logistics, Engineering, ICT, or related fields are desirable.

Experience: • At least one year in DWBI or 3 years in a similar post out of DWBI

Languages:
• Mission and local language essential.
