1. Identification

Under the Guidance of Madhya Pradesh Voluntary Health Association (MPVHA) and Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya (RVSKVV)
Base Location :Gwalior, Madhya Pradesh (May be transferred if needed)

2. Background
The Madhya Pradesh Voluntary Health Association (MPVHA) is a leading health and development network that has been working since 1973 to improve community health across Madhya Pradesh. With its vision of "Holistic Health and Health a Reality for All," MPVHA focuses on maternal and child health, nutrition, women's rights, adolescent health, and community-based healthcare. Over its 54-year journey, the organization has developed extensive grassroots connections, particularly in rural and tribal areas, working closely with marginalized communities to ensure equitable access to health services. MPVHA combines community mobilization with technical expertise, implementing large-scale health programs while advocating for policy changes. MPVHA is strengthened in capacity building, behaviour change communication, and robust monitoring systems that ensure sustainable impact. Known for its participatory approach, MPVHA empowers local communities through awareness campaigns, training programs, and rights-based interventions, making it a trusted partner for government and development agencies in advancing public health and nutrition initiatives across the state.
MPVHA started working with Nutrition International in Madhya Pradesh from July 2019 to provide technical support in implementing the double fortified salt program across the state. The scope of Nutrition International’s (NI’s) technical assistance entails program planning, supply chain management, capacity building of government officials at state, district and block levels; institutionalizing quality assurance and quality control mechanisms; developing and executing consumer awareness interventions and regular monitoring, reporting and review.
As part of the program support, a Tripartite Memorandum of Understanding (MoU) for Advancing Food Fortification in Madhya Pradesh is signed to establish State Technical Support Unit (STSU) in collaboration with Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya (RVSKVV) Gwalior, All India Institute of Medical Sciences (AIIMS) Bhopal and Nutritional International, to provide support to the government of Madhya Pradesh in the implementation and sustenance of the food fortification program.at RVSKVV Gwalior.
3. Overall, Purpose
The objective of this consultancy is to provide overall technical and operational assistance to the Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya (RVSKVV), Gwalior, for program implementation. In addition, provide programmatic support as per sanctioned government programs to implement and achieve the objectives of STSU in the appropriate geography or state-wide.
4. Scope of Work
Under the guidance and supervision of the RVSKVV, MPVHA and NI, the key duties and responsibilities of the Consultant will include:
Program Coordination and Stakeholder Engagement
• Coordinate with RVSKVV Gwalior, AIIMS Bhopal, and NI to implement and achieve the objectives of STSU.
• Support RVSKVV Gwalior in engaging with government departments and other stakeholders for program execution.
• Facilitate workshops, meetings, and seminars with key stakeholders.
• Support with communication campaigns to improve awareness amongst consumers on the benefits of fortified staples i.e. Rice & Salt but it may change as per the MP government’s mandate and enrichment of food through agricultural methods.
Technical Assistance and Capacity Building
• Support RVSKVV Gwalior in providing technical guidance on food fortification, policy & regulatory framework, quality assurance (QA/QC), and supply chain management.
• Facilitate training programs for government officials and other stakeholders.
• Engage with government and other stakeholders to identify program implementation gaps and provide technical assistance in identifying solutions
Monitoring, Evaluation & Reporting
• Conduct field visits, data collection, and analysis to monitor program effectiveness.
• Provide support for quality testing of fortified staples through labs (in-house or external).
• Prepare periodic progress reports and share findings with NI, RVSKVV, AIIMS Bhopal and MPVHA.
Research & Advocacy
• Support research activities, including effectiveness studies, dietary assessments, case studies/success stories and process documentation.
• Support in developing state-specific, gender-inclusive communication materials.
• Advocate for policy adoption and scale-up of fortified food programs.
Fund Mobilization & Sustainability
• Support RVSKVV Gwalior in identifying funding opportunities for the State Technical Support Unit (STSU).
• Support resource mobilization efforts for long-term program sustainability.
Any other specific task assigned by RVSKVV, NI and MPVHA. The scope of work is subject to modification based on the evolving needs of the program and the government’s requirements.
5. Deliverables
• Submission of monthly progress reports detailing activities, challenges, and recommendations to be submitted by the 25th of every month as per the shared format.
• Quarterly report to be submitted by the 10th of the succeeding month (as per shared format).
• Training & Workshop Reports (post each session)
6. Qualifications required
• S/he must have a graduate degree in science and a postgraduate degree in Public Health/ Nutrition/ Food Technology and MSW (Knowledge and Experience in Food Fortification Project will be preferred).
• S/he Must be fluent in Hindi and English in speaking, reading and writing
7. Duration of contract- Till Sept’ 2026 from the date of appointment (through MPVHA)
8. Remuneration- Approximately ? 50,000 per month (subject to deduction as per law), travel expenses of maximum Rs 30,000/- pm will be reimbursed on actual basis for official travel.
9. Work Location- The Consultant will be based at Rajmata Vijayaraje Scindia Krishi Vishwa Vidyalaya (RVSKVV), Gwalior, Madhya Pradesh. However, S/he must work as per the tripartite agreement between Nutrition International, AIIMS-Bhopal, and RVSKVV, Gwalior, and be willing to work anywhere in Madhya Pradesh as per program needs.
