About the project

India with an estimated 2.8 million incident TB cases and 315,000 deaths in 2023 is the highest TB burden country in the world. India’s National TB Elimination Programme (NTEP) has set ambitious targets to reduce the TB incidence rate by 80% and the number of TB deaths by 90% by the year 2025 relative to 2015.
With a TB prevalence of 747 per lakh and prevalence of TB Infection of 61% (57– 65%), Delhi has the highest burden of TB in India. The National TB Prevalence Survey , 2019, has revealed that, in Delhi, a majority of 69% did not seek care for their TB symptoms.

The union has been implementing community-based screening (ACF) in Delhi focusing on early case finding across multiple slums and vulnerable population of Delhi in 6 NTEP districts (Narela, BJRM, Nehru Nagar, Shastri Park, Karawal Nagar and Moti Nagar).

Under the project of ‘Delhi urban Health Initiative’, we have deployed 21 units of Artificial Intelligence enabled ultra-portable handheld X ray machines, with radiographers and field officers to operate the same, linked with an efficient sputum specimen collection and transportation system to ensure the completion of the cascade of care for all persons diagnosed with TB efficiently, thereby rapidly bringing down the burden of TB and deaths due to TB in Delhi.

About the position:

Reporting to the Head of Programme, Monitoring and Evaluation (M&E) Expert will be assigned one or more projects that are being implemented by The Union. For these projects, the incumbent will be responsible for data collection, reporting, analysis and donor reporting as per the agreed timelines. The position holder will ensure that all information from the project is gathered, documented and disseminated to relevant stakeholders, as per the requirements of the project. They also have to generate relevant information, prepare reports and briefing materials, and assist with documentation needs of the projects. The position may also undertake research projects resulting in publication of papers articulating and showcasing success stories and lessons learnt from project.

Key Responsibilities:

1. Review and Monitor Project Activities
• Implement and contribute to the continuous development of logical framework and related plans, for projects assigned to them under the guidance from the reporting supervisor.
• Develop and implement service delivery, data collection and reporting systems and related guidelines in accordance to the Logical Framework to inform the direction of the project, including data quality and data use strategies.
• Ensure activities and processes are aligned with project monitoring plan including project targets.
• Assimilate and triangulate information from multiple sources to monitor performance and inform strategy refresh where required.
• Support in data quality assurance related to project activities

2. Guide, Supervise and build capacity
• Orient staff to project guidance and standards for documentation and practices, including, data collection tools, and other tools for process level data collection.
• Implement policies and practices within the project team that ensures appropriate levels of privacy and data confidentiality.
• Supervise and mentor personnel involved in collecting data, field experiments and reporting results.

3. Lead Continuous learning, adaptation and donor reporting
• Contribute to regular/ periodic review of project.
• Contribute to the development and implementation of a strategy for synthesising, programmatic lessons learned, and other research outputs of the program.
• Prepare relevant documentation, presentation, deliverables, annual periodic reports and ensure timely submission to internal/external stakeholders and donors.
• Document lessons learned through implementation and future implications for the project’s next steps.
• Support publication and dissemination of project activities/ lessons learnt/ reports at various levels as required.
• Support in Creating documents for new project plans, log-frames, reporting templates,
• and concept notes for new project proposals/ opportunities.
• Represent The Union in discussions with donors on the results framework and work-plans and guide the program team in accommodating changes as per project needs.

4. Management and coordination
• Act as an effective part of the team
• Co-ordinate with on ground service delivery team for effective project implementation as per assignment
• Co-ordinate with relevant stakeholders related to the project including Government officials, partner organisations and community.

5. Perform other duties as assigned by the supervisor.

Qualification and Experience
• Post Graduate in Community Medicine/ Health Administration/Public Health or PhD in Epidemiology/ Statistics or any other allied relevant field
• At least Five years of relevant work experience in M&E and research preferably in the health sector.
• Work experience in a research institution or any public health programme, preferably, in the field of TB or public health is preferred.
• Demonstrated skills in quantitative and qualitative data analysis, data management (maintaining a data base, quality control measures) and in the presentation of results for the identification of best practices and to inform decision-making;
• Excellent Drafting and Communication Skills;
• Knowledge and strong foundation in program planning, implementation, management and evaluation;
• Working with diverse team;
• Excellent organisational skills and ability to successfully manage competing priorities and meet deadlines;
• Knowledge and experience working with government and civil society organizations at national and provincial levels;
• Coordination with multiple stakeholder both in government and non-government sector;
• Experience working with international organizations;
• Willingness to travel per project needs;

Duration:
This position is offered as a fixed-term contract till 31 March 2027. Only candidates who can commit fully to the complete duration till 31 March 2027 should apply.
