Specific Locations: Base Office - Guwahati , Assam With Duty Station At Regular Intervals In Meghalaya And Nagaland.
1. Financial Strategy & Oversight : The FC is required to
• Lead the financial planning processes, including annual budgeting, forecasting, fund allocation, and financial risk mitigation;
• Provide guidance to Project Leads and State Coordinators on fund utilization and budget adjustments;
• Maintain a comprehensive overview of funds across projects to facilitate optimal resource distribution.
2. Budget Management: The FC shall
• Consolidate project-wise and organizational budgets and monitor implementation against approved outlays;
• Review budget variance reports, flag significant deviations, and advise corrective action;
• Ensure alignment of financial practices with donor guidelines and internal financial manuals.
3. Accounting & Bookkeeping: The FC is entrusted to
• Oversee all accounting functions in NEN’s offices in Assam, Meghalaya, and Nagaland;
• Ensure timely maintenance of books of accounts in compliance with relevant accounting standards and NGO best practices;
• Prepare the quarterly financial statements for all projects and present findings to Project Leads and State Coordinators;
• Monitor the nature and appropriateness of project expenditures to safeguard against misclassification or misuse;
4. Statutory Compliance: The FC is expected to
• Ensure full compliance with:
o FCRA regulations, including timely renewals, quarterly returns, and reporting;
o Income Tax Act, including TDS deductions, filing, and related assessments;
o Professional Tax : Returns, reconciliations, and impact on project costs;
o Employees Provident Fund (EPF): regular contributions and returns filing;
o Employees’ State Insurance Corporation (ESIC): regular contributions and return filing.
• Ensure timely renewal of statutory registrations, licenses, and financial declarations.;
• Responsible for timely updates of taxation, PAN, TAN, Darpan, CSR, Societies renewal, donor guidelines, etc.
5. Audit & Internal Controls: FC is required to
• Coordinate with internal and external auditors, support their fieldwork, and ensure timely closure of audit findings;
• Ensure all audit reports (project-specific or organisational) are submitted within timelines to donors, government bodies, and other relevant authorities;
• Identify and assess financial risks in the organization (governance, operational, compliance-related) and report to the Executive Director with mitigation strategies;
• Periodically review internal control systems for continuous improvement.
6. Donor & Financial Reporting: FC shall
• Ensure preparation and submission of donor-specific financial reports as per contractual obligations;
• Support program teams in aligning activities with budget availability and donor conditions.
7. Bank & Treasury Operations: The FC is required to
• Manage all FCRA and non-FCRA bank accounts across NEN offices; ensure reconciliations, liquidity management, and secure banking operations;
• Maintain records of fixed deposits, investment instruments, and maturity schedules;
• Advise the Executive Director on treasury management and asset-building strategies.
8. Coordination, Monitoring & Capacity Building: The FC shall
• Conduct virtual review meetings with Accountants and Administrators across states to assess accounting systems, financial health, and documentation protocols;
• Undertake semi-annual site visits to offices in Assam, Meghalaya, and Nagaland to monitor financial documentation, mentor local teams, and promote financial integrity;
Visits to district centres based as and when required;
• Provide advisory support to HR Lead on salary scales, advances, reimbursements, and financial policy alignment with organisational manuals.
9. Representation & Organizational Engagement: The FC is expected to
• Participate in relevant organisational events and training programmes as needed;
• Contribute to institutional decision-making through participation (by invitation) in Finance Committee meetings.
