Position: FINANCE AND ACCOUNTANCY MANAGER

PURPOSE OF POST:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Deputy Finance Coordinator, and in compliance with legal obligations and DWBI standards and protocols in order to provide quality, reliable and transparent information to the or-ganization on the use and allocation of resources in the mission.

FUNCTIONAL AND HIERARCHICAL LINES:
Hierarchically and functionally: Deputy Finance Coordinator/HQ-based field accounting referent

SUPERVISES: Finance assistants (x2)/Finance Coordinator assistant (x1)

ACCOUNTABILITIES:
• Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to DWBI guidelines, financial standards and procedures.
• Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
• Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analyzing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
• Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
• Coordinating and supervising the conduct of local audits relating to accounting, tax, labor, stock and asset management
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
• Is the technical reference for any accounting-related issue including compliance with DWBI financial standards and procedures, legal compliance, training and support on the DWBI accounting software / system
• When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).

Context Specific Accountabilities:

Under the direct supervision of the deputy Finance Coordinator:

Management of Financial compliance and accounting in India
• Ensures all is organized and prepared for any and all financial statutory audits for DWBI
• Ensures that the organization’s Tally data is constantly entered, compliant and up to date
• Is the organization’s technical referrent for queries on local compliance accounting norms
• Is responsible for the administrative aspects of financial institutions/banking-related processes in the organization (bank account closure and opening for projects and individual international employees, KYC documents, day-to-day relationship management).

Finance Management of Delhi Coordination office
• Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) in order to anticipate expenses and optimize cash needs and its security.
• Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to DWBI guidelines and rules, and using the respective software in place.
• Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality and timelines
• In close collaboration with the Deputy Finance Coordinator and Finance Coordinator, defining, analysing and following-up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.
• Ensuring financial reporting of the Project (Field financial software) monthly closure performed within timelines
• Ensure mission BKK scanning, uploading on SP and archaiving of hard copied
• In close collaboration with the Deputy Finance Coordinator, following up all service contracts in project site (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

UNIFIELD (finance/accounting) technical referent in India
• In the designated person of reference for training (both induction, capacity building and refreshers) of finance staff and Coordinators of the use of UNIFIELS software for accounting purposes
• Is the designated person of contact for technical support and troubleshooting with UNIFIELD

REQUIREMENTS:

Education:
• Essential: University degree in Accounting and Finance
• Demonstrated, solid accountancy training and experience-professional accounting qualification.

Experience:
• Essential: minimum 2 years previous experience in similar relevant position in India.

Languages:
• English, written and spoken essential. Hindi, written and spoken essential.

Knowledge:
• Essential computer literacy (word, excel, internet)
• Local accounting standards, essential Tally accounting software, desirable DWBI accounting software, ERP system knowledge, local laws.
