About the Position

Project Background:
PCI aims to support Haryana SRLM in transforming the livelihoods of Self-Help Group (SHG) women in Jind through innovation, systems strengthening, capacity building & forging partnerships for setting up briquette production unit. This ambitious initiative will deploy a comprehensive strategy across systemic & community level to ensure sustainable and scalable economic growth. The project is centred around working on agri-value chain specifically of paddy from pre-production to post-production enterprise set up. Under the pre-production initiative the project would focus on enabling women farmers in adopting climate smart paddy cultivation practice - AWD, following which in the post-production stage the focus would be on establishing a women-led briquette manufacturing enterprise. The project addresses challenges of carbon emissions from paddy field, agricultural residue burning and low female labor force participation, by creating sustainable livelihoods and climate-resilient value chains.
The model builds an integrated ecosystem connecting farmers, SHGs, government institutions, and industrial buyers, enabling conversion of agricultural waste into clean energy product.
The Assistant Manager will play a critical role in setting up, operationalizing, and scaling this enterprise, while ensuring strong community ownership and sustainability.
Job Summary:
The Assistant Manager - WEE is expected to play a pivotal role in supporting operational strategy, implementation & management of the project to ensure efficient delivery. S/he will be accountable for successful implementation of the project components, fostering market convergence for supply of paddy & briquettes, support enterprise & operationalizing convergence strategies for impact. S/he will work closely with district team in Jind, relevant government departments, and institutional partners to drive systemic impact.
S/he shall be responsible for building and nurturing government partnerships for enterprise promotion. S/he will be responsible for coordination with the relevant stakeholders on ground for ensuring smooth implementation of the project. S/he will support in enterprise development by ensuring on-ground engagement on regular basis with community professionals. S/he will ensure continuous information flow with team members and professionals of SRLM, as per the requirement. S/he will support in providing regular reports to different stakeholders as and when required.
KEY RESPONSIBILITIES
Project Implementation & Management
- Develop detailed enterprise & location specific project implementation plan (PIP).
- Lead project planning, execution, and monitoring aligned with timelines.
- Ensure creation of farmer network and completion of trainings as per the schedule.
- Conduct technical trainings for farmers along with community professionals.
- Ensure adoption of alternate wetting and drying – a climate smart agriculture practice, with maximum farmers in the project geography.
- Support establishment and functioning of the women-led cooperative
- Lead and ensure briquette enterprise setup, including legal structuring, site development, and machinery installation with community support.
- Assist in creating market linkages, including access to local, national, and digital markets for selling paddy.
- Identify any shortcomings, address, and report to PCI team to ensure uninterrupted project implementation.
Enterprise Development, Business Management & Compliance Support
- Oversee plant operations, including production planning, quality control, and supply chain management
- Ensure efficient raw material sourcing and storage systems (multi-residue approach)
- Monitor production targets, capacity utilization, and financial performance
- Support budgeting, financial planning, and cost optimization for the business unit.
- Track revenue streams, profitability, and business sustainability.
- Enable access to credit, subsidies, and financial instruments as necessary.
- Identify and mitigate risks related to: Supply chain disruptions, Machinery and operations, Market dependency, Governance and others.
- Ensure contingency planning and adaptive management
Stakeholder and Partnership Management
- Maintain excellent relationships and association with the state governmental officials to ensure that the support provided by PCI team is valued by them and potential of team is optimally utilised in supporting their work.
- Work closely with PCI team members in addressing any requirements for the donor and other major stakeholders.
Reporting & Documentation
- Finalise captured learnings, project activities and best practices for dissemination at different online & offline platforms for upkeeping projects visibility.
- Ensure timely reporting to donor and internal team at PCI.
- Work closely with PCI team members to produce knowledge and learning products for knowledge sharing, aiming to communicate with government, donor, partners, development agencies and civil society
- Finalise meeting notes, draft articles, briefings, presentations, reports and collated information as and when required for the national and state office
Other responsibilities
- To carry out any other relevant duties as required and assigned by Sr. Director Strategic Partnerships & WEE.
Expected Competencies
a. Academic Qualifications:
The ideal candidate shall have a post-graduate degree/ diploma in management, preferably in Agribusiness management.
b. Professional Experience:
- Minimum 1 years of professional experience in managing large-scale businesses/projects.
- Extensive experience of working in Agri- processing units
- Candidates without prior full-time experience but with relevant skills/field exposure may also be considered.
Skills and Attributes:
- Good analytical and problem-solving skills
- Strong understanding on functioning of SRLM.
- Good oral and written English skills.
- Digital literacy including word processing, database systems, and PowerPoint. Strong command of excel and budget management is a plus.
Duration of Appointment:
The Assistant Manager-WEE will be engaged on full-time basis for 20 months in this project. Extension of contract will be subject to project extension & requirement.
