About the Program:
The NNMC project will support reform in nursing by working closely with the Ministry of Health and Family Welfare, nursing regulators, State Governments and other key stakeholders to facilitate coordinated action across departments and institutions for operationalization of priority activities. Through collaborative planning, co-creation, and consensus building, the project will support the design and implementation of innovative interventions, including competency-based reforms across pre-service education and in-service professional development. The project will also generate, document, and scale evidence-based learnings from priority states, enabling adaptation and replication of successful models through a nationally driven approach to strengthen nursing education, regulation, and workforce systems.
About the Position:
The Program Manager – Health Workforce will provide strategic, technical, and programmatic leadership for implementation of HRH reforms at the state level, working closely with government departments, regulatory bodies, academic institutions, healthcare providers, and development partners to support policy development, stakeholder engagement, institutional strengthening, technology-enabled systems, and effective program delivery. The role will be responsible for planning, coordination, technical oversight, documentation, donor compliance, partnership development, and monitoring of program outcomes across assigned state, and will report to the National Program Manager.
Roles and Responsibilities:
• Provide strategic and technical leadership for implementing Human Resources for Health (HRH) reforms at the state level, aligned with national priorities.
• Engage and collaborate with key stakeholders, including government agencies, regulatory bodies, academic institutions, and healthcare providers, to generate inputs, build consensus on policy frameworks, and convene consultations, roundtables, and workshops.
• Lead the development and drafting of policies and regulatory frameworks in collaboration with Government counterparts to standardize pre-service education and in-service practice, ensuring alignment with national strategies and global standards.
• Promote alignment and integration of policies across relevant government departments, academic institutions, and professional bodies.
• Develop and support strategies to strengthen the capacity of state councils and government institutions for effective implementation of national policies.
• Facilitate the adoption of technology-enabled systems for HRH data management, monitoring, and communication.
• Lead documentation and dissemination of best practices, case studies, and lessons learned; prepare policy briefs, white papers, and technical reports to inform government decision-making.
• Ensure adherence to donor guidelines, reporting requirements, and overall programmatic accountability.
• Support the development of annual work plans, budgets, and periodic program reviews.
• Identify and assess new funding opportunities, including grants and strategic partnerships, aligned with organizational priorities.
• Undertake travel to project sites to support implementation, coordination, and monitoring as required.
• Perform any other responsibilities assigned by the supervisor in support of project objectives.
Qualifications and Experience :
• MBBS/ BDS/ AYUSH/ Nursing / Other Allied Health Sciences; with MPH/MBA/MHA/PhD
• More than 12 years of experience is required, 7 years of working in public health programs and 2 years with managing staff especially in health programs managing program implementation, is desirable.
• Specific experience in large programs related to Human Resources for Health will be preferred.
• Knowledge of the Acts related to various commissions (NMC/NNMC/NCAHP etc.) and its implications for Health governance is highly desirable
• Experience of working with the Government Health Departments, Health Regulators, Academic Institutions etc. at the project or State level is required
• Experience of conducting training, managing programs, and providing clinical support to public health workers.
• Familiarity with the Indian health system, key stakeholders, and relevant government policies/strategies would be advantageous.
Skills and Competencies:
• Experience and demonstrated ability in working with government Health programs, counterparts, and systems.
• Strong written and oral communication skills in English and Hindi, and local language (Desirable).
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Ability to work within a consortium and communicate regularly with a variety of team members in multiple locations.
• Technically proficient with skills required for the assigned task.
• Proficiency in writing technical documents such as training materials and reports.
• Ability to develop productive working relationships with other agencies, stakeholders, and other organizations.
• Ability to handle a variety of assignments under pressure of deadlines.
• Ability to multitask, lead and work in a multi-cultural team.
• Willingness and flexibility to work on a wide range of tasks.
• Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint, and Outlook.
• Ability to travel extensively up to 50–60% of his/her time.
