About TNP+ : Tamilnad Network of Positive People (TNP+) is a community-based organization working for People Living with HIV/AIDS (PLHAs) in Tamil Nadu and parts of South India since 1995. TNP+ provides comprehensive care and support services through Community Care Centers, Drop-in Centers, counselling, referrals, and field outreach programs in collaboration with National AIDS Control Organization (NACO), Tamil Nadu State AIDS Control Society (TANSACS), Puducherry State AIDS Control Society (PACS), and Greater Chennai Corporation (GCC).
Since 2013, TNP+ has been implementing the Vihaan Care Support Centre (CSC) Program as a Sub Recipient under India HIV/AIDS Alliance. The organization has supported multiple partner organizations across Tamil Nadu and Puducherry, providing technical assistance and community-based HIV care services. Currently, TNP+ continues to support care and treatment services for nearly 1.6 lakh PLHAs across Tamil Nadu and Puducherry through its strong network of community partners and government collaborations.
At present, TNP+ is also serving as a Sub Recipient for SAATHII, implementing CSC 2.0 and Prison P&OCS programs across Tamil Nadu, Puducherry, Kerala, and the Andaman & Nicobar Islands, focusing on strengthening community-led HIV care, support and outreach services.
About the Prison Intervention: To reduce new infections among incarcerated populations, the project will employ a variety of approaches for comprehensive prevention education on sexual health, HIV, TB, STI, syphilis, and Viral hepatitis (VH), their routes of transmission, harm reduction and other prevention methods, and mental health issues. These strategies will be tailored to specific population groups, with an emphasis on early screening and treatment initiation. The interventions will use different strategies for disease prevention and screening based on (i) inmate load, (ii) HIV positivity rates, and (iii) the availability of functional testing facilities and health care providers inside those prisons and other closed settings (P&OCS). The project will provide the comprehensive services in accordance with international (UNODC, WHO) and national (HIV/AIDS Act of 2017, Technical Guidelines) protocols to protect the rights and improve health access of incarcerated populations.

Position Summary: TNP+ is hiring a Project Coordinator (PC) for locations in Tamil Nadu (Chennai and Tiruvallur). The role involves overseeing 3-5 districts in a designated zone, focusing on the implementation and management of the GFATM-supported Prison & OCS intervention project. Candidates should have experience in program implementation and technical knowledge of HIV/AIDS, TB, STI, and Viral Hepatitis.
Job Description:
1. The Project Coordinator (PC) is field-level staff at the Zonal/district level who will report to the SPM-P&OCS. Each PC will be responsible for all the P&OCS in their districts. The PC will have the following responsibilities
2. Sensitize prisons and OCS officials about the inmates' health rights and the project services
3. Implement project activities and achieve the project targets in their respective P&OCS
4. Select and train Prison Peer Volunteers (PPV), so that they are able to educate and mobilise prison inmates to access project services, and also able to identify inmates with high-risk behaviour/vulnerabilities
5. Coordinate with district health functionaries and other stakeholders to ensure their support in providing HIV, TB, STI, HCV, and HBV testing and treatment services to the inmates.
6. Organize HIV, TB, STI, and HCV screening camps in coordination with local stakeholders (SA-ICTCs, DTO, DSRC, and NVHCP officials)
7. Coordinate with P&OCS and district health authorities towards ensuring all inmates diagnosed with HIV, HCV, HBV, TB, and STI are initiated on treatment
8. Ensure the TB-positive inmates are notified in the Nikshay Portal
9. Coordinate with the PPVs towards motivating the HIV+ inmates to give consent to visit their families
10. Coordinate with CSC staff like CLH to ensure home visits for motivating spouse and family members of HIV+ inmates to - (a) access HIV testing and treatment services, and (b) social protection services
11. Coordinate with CLH to ensure all released HIV+ inmates are adhering to treatment
12. Ensure accurate and timely submission of reports from the P&OCS to DISHA/DTO and SPM (P&OCS)
13. Any other work assigned by the immediate supervisor
Qualifications, Experience and Skill-set
Graduate with computer skills or Twelfth pass with minimum two years of experience of working on HIV projects as a field staff (experience of working on prison interventions / GFATM projects, or TI/LWS projects will be an added advantage). The qualification criteria will be relaxed for suitably experienced candidates living with HIV and/or TB, and individuals belonging to key populations or other vulnerable groups.
1. Written and oral communication skills in English and regional language of the state.
2. Counselling and outreach and documentation skills
3. Sound computer skills, including use of internet and MS office TM software
4. Should be based at the districts allotted, for work in the respective zones
5. Willing to travel extensively using public transport services
6. Ability to work with large network of health care facilities from the government, private and non-governmental sectors
7. Ability to work with minimum supervision and meeting timelines
8. Ability to work as a team player in a complex, multicultural environment
This position is field based. It requires a minimum of 15-20 days’ travel in a month to the districts and blocks with the designated state and outside, as per needs.

Remuneration: The salary offered for the position is Rs 12000 - 15,000/- commensurate to last drawn CTC, experience, and relevant skills and knowledge.
