About the Assignment:
Alliance India is implementing a focused intervention in Mumbai to strengthen HIV prevention and care outcomes in line with NACP-V (2021–2026) and national goals of achieving 95–95–95.
Reporting & Coordination
- Reports to: Programme Officer: Testing - Mumbai
- Will coordinate with:
- ART Centre Counsellors
- Staff Nurses, Care Coordinators
- CSCs, ICTCs, DSRCs, TI staff
- Outreach Workers, Peer Counsellors, MDACS teams, and community-based organizations.
Purpose of the Assignment:
The Index Testing Coordinator will support implementation of Index Testing Services (ITS), Assisted Partner Notification Services (aPNS), family testing, partner elicitation, partner notification, HIV testing uptake, and linkage to treatment services among identified contacts of PLHIV in accordance with NACO guidelines and 95–95–95 goals.
Key Responsibilities
The consultant will be responsible for the following:
- Support implementation of Index Testing Services (ITS) at assigned ART and ICTC centres
- Conduct partner and family elicitation for eligible PLHIV in accordance with NACO guidelines.
- Facilitate identification of spouses, biological children, sexual partners, injecting drug partners, biological siblings, and parents eligible for testing.
- Obtain informed consent before initiating partner and family elicitation activities.
- Support implementation of client referral, provider referral, and dual referral approaches for partner notification.
- Follow up with identified partners and family members to facilitate HIV counselling and testing services.
- Ensure confidentiality and adherence to WHO 5Cs principles: Consent, Confidentiality, Counselling, Correct Test Results, and Connection to Treatment.
- Support family testing and partner testing for newly registered PLHIV, unsuppressed viral load cases, treatment interruption cases, and clients with sexually transmitted infections(STIs)
- Maintain line lists and tracking systems for elicited contacts, testing outcomes, and linkage status.
- Track HIV testing outcomes among identified contacts and facilitate timely linkage of HIV-positive individuals to ART Centres.
- Coordinate with CSCs, outreach workers, and peer counsellors for field-level follow-up and accompaniment support.
- Conduct regular follow-up of pending contacts to improve testing uptake and completion.
- Support documentation of partner notification outcomes, family testing outcomes, positivity yield, and linkage indicators.
- Prepare weekly and monthly reports on index testing activities and submit them to the Program Officer: Testing.
- Participate in review meetings, trainings, mentoring sessions, and supportive supervision visits.
- Identify implementation bottlenecks and recommend solutions for improving index testing performance.
- Support achievement of HIV testing, case-finding, and linkage-to-treatment targets assigned under the project.
- Maintain high standards of confidentiality, client rights, and stigma-free service delivery.
- Perform any other responsibilities assigned by the Program Officer: Testing or Alliance India.
Qualifications, Experience & Skills
Qualifications
- Graduate degree in Social Work, Sociology, Psychology, Public Health, Life Sciences, or a related field.
Experience
- Minimum 2–3 years of experience in HIV/AIDS programmes, counselling, testing services, TI projects, CSCs, or community health programmes.
- Experience in HIV counselling, outreach, case management, or partner notification preferred.
- Ability to work collaboratively with program, facility, and community teams.
Skills & Competencies
- Good understanding of HIV testing services and NACO guidelines.
- Knowledge of Index Testing Services and Assisted Partner Notification Services.
- Strong communication, counselling, and interpersonal skills.
- Ability to engage sensitively with PLHIV and family members.
- Strong documentation and reporting skills.
- Ability to work independently and travel extensively within Mumbai.
- Commitment to confidentiality, client rights, and stigma-free services.
The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive health and civil society initiatives in India and a demonstrated interest in engaging with relevant issues.
