Engagement of Thematic Experts to Facilitate a Residential Workshop
on
“Together Towards Greater Impact and Scale”
(Strengthening Government Engagement for Effective Quality Program Delivery)
Dates: 13 – 17 July 2026
Location: Delhi, NCR
Participants: All ChildFund India staff (approx. 170 people) including Country Leadership Team
1. Background
ChildFund India is convening a national residential workshop aimed at strengthening government engagement capacities across thematic portfolios and operational geographies. The workshop seeks to enhance understanding of Union and State Government priorities, improve policy-to-program alignment, and develop actionable co-implementation strategies with government stakeholders.
To enrich thematic discussions and ensure practical guidance rooted in public systems experience, the organisation intends to engage thematic experts with demonstrated expertise in policy implementation, convergence models, and government partnerships ecosystems. The technical agency/experts will facilitate thematic discussions, support policy-to-program mapping exercises, and contribute to development of the Government Engagement Guide (do’s and don’ts) and share guidance to state teams on how to develop State Co-Implementation Plans. In addition, the technical agency / expert will facilitate employee engagement activities/sessions towards team building and cohesion.
2. Objectives of the Assignment
The primary objectives of engaging thematic experts are to:
- Provide strategic and operational insights on relevant Union and State Government policies, schemes, and implementation mechanisms;
- Facilitate thematic discussions and breakout sessions aligned with organisational priorities;
- Guide participants in mapping existing programs with government priorities and convergence opportunities;
- Support development of practical and scalable government engagement approaches;
3. Thematic Areas
Experts will be engaged for the following thematic areas / domains:
- Health & Nutrition
- Education (primary & higher education)
- Livelihoods & Economic Inclusion
- Child Protection
- Environmental Sustainability and Resilience
- Staff Engagement
The last date of proposal submission is 17th June 2026.
ChildFund India reserves the right to modify this ToR based on programmatic and contextual requirements.
