Background:
WASH-IPC and CCES in HCFs – One in four Healthcare Facilities (HCFs) surveyed in West Bengal has attained National Quality Assurance Standards (NQAS) certification in 2024 (Ref:http://timesofindia.indiatimes.com/articleshow/114384807) — the highest among States—reflecting the Government’s strong commitment to quality improvement.
Flagship national initiatives such as Kayakalp, NQAS, and the Climate Change and Human Health (CCHH) programme serve as strategic pillars in transforming the quality, safety, and cleanliness of public HCFs across the State. In this context, the Department of Health & Family Welfare (H&FW), Government of West Bengal, continued to prioritise and sustain high standards of WASH (Water, Sanitation and Hygiene) and Infection Prevention & Control (IPC) as foundational elements for improving public health outcomes. Strengthening WASH systems reduces disease transmission, prevents healthcare-associated infections (HAIs), and minimises maternal and neonatal sepsis linked to poor hygiene during childbirth. Furthermore, the integration of WASH with Climate Change, Environment and Sustainability (CCES) under the CCHH framework ensures safe water, effective sanitation and waste management, and climate-resilient service delivery—thereby institutionalising quality care and enhancing the long-term sustainability of healthcare facilities across West Bengal.
WASH is closely linked with the MHM program, as access to safe water, adequate sanitation facilities, and proper hygiene practices is essential for dignified and safe menstrual hygiene management. The MHM program focuses on strengthening menstrual hygiene–friendly WASH infrastructure, improving awareness,ensuring safe production practices for menstrual products, and promoting environmentally sound disposal systems at both institutional and community levels.
In urban settings, WASH-CCES contributes to better living conditions by promoting preventive and environmental measures that help reduce vector-borne disease incidence. Additionally, the approach advances clean and green concepts in institutions by encouraging resource efficiency, environmental safety, and sustainable workplace practices.
Overall, WASH-CCES serves as a foundational and cross-cutting enabler for public health, resilience, and sustainable service delivery across sectors.
