Job Description- Programme Manager - CCS-Govt Partnership-Karnataka

Mobile Creches, (MC) a pioneer NGO, has been operational since 1969, providing childcare and health services to more than 15,000 children every year in the National Capital Region, through workplace and community-based crèches and daycare centres, every year.

MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on young children under six years in urban slums and children of migrant workers at construction sites. MC’s multi-pronged approach- providing childcare services to young children at worksites, urban slums, rural and tribal communities, working with parents and communities to amplify the ECD agenda, enhancing linkages with government ECD services, training the ECD workforce, influencing government policies, promoting research in the field of ECD; addressing both the short and long term needs of children. It is officially recognized as the National Creche agency by the government and is on the path of accelerating ECD services for the children of marginalized communities by scaling up in partnership with the government and other players in civil society.

Children showing signs of growth faltering, undernutrition, or wasting will be identified at an early stage, referred to appropriate health facilities, and systematically followed up to support recovery. A strong emphasis will be placed on improving nutrition outcomes through age-appropriate feeding practices, regular growth monitoring, and strengthened coordination with government nutrition and health systems.

Mobile Creches currently working with Govt Departments, CSO Partners and also have the direct intervention in Karnataka. The centres cater to children aged 7 months to 6 years, ensuring nutrition, health, hygiene, safety, protection, and early stimulation for holistic development, while also linking families to government entitlements. Growth-faltering, underweight, and wasted children are identified, referred to health facilities, and followed up for recovery. As an organization, Mobile Creches adheres to a strict safeguarding policy. All staff, volunteers, interns, vendors, consultants, etc. are obliged to be aware of the conditions of this policy, be a signatory to this, and follow the norms.

About the project:
Mobile Creches plans to establish a State Childcare Knowledge Hub to bring together key departments— including Women & Child Development, Skilling, Health, Labour, Education and Rural Development—to align policy, financing, quality standards and certification pathways for the childcare sector. The initiative will strengthen state capacity to develop and scale certified skilling pathways, registration systems and recognised childcare job roles aligned with national standards, enabling the transition of informal caregivers into a skilled and certified childcare workforce.

Through a pilot of publicly funded, quality childcare services, the programme will demonstrate how professionalised childcare systems can expand women’s participation in the care economy while improving access to quality early childhood care and development services. The initiative will generate evidence, operational tools, implementation frameworks and costed models to inform policy reform and support replication across states.

Educational Qualifications:
Master’s degree in social work, Social Studies, Public Health, MBA, Rural Management, or an equivalent discipline from a reputed institute.

Total Work Experience:
Minimum 5–10 years of experience.

Job Description :

Specific areas of responsibilities include, but are not limited to:
1. Project Leadership & Management :
• Lead the overall planning, implementation, monitoring, and evaluation of project activities.
• Ensure the project achieves its objectives, timelines, and quality standards as agreed on the project.
• Coordinate with team members, the Department of Rural Development and Panchayat Raj, Department of Women and Child Development, partner organizations, and other stakeholders to ensure smooth project execution.
• Regular coordination with the District Govt Officials, District Coordinators and State team to provide project updates and incorporate their suggestions and recommendations into program implementation.

2. Team Coordination & Supervision :
• Conduct regular team meetings to review progress, address challenges, and promote collaborative problem-solving.
• Facilitate capacity building and skill enhancement initiatives for staff, field facilitators, and beneficiaries as required.
• Build and maintain strong relationships with community leaders, local government bodies, and development partners.

3. Reporting & Documentation :
• Ensure timely preparation and submission of monthly, quarterly, and annual programmatic and financial reports.
• Maintain accurate and updated documentation of project activities, achievements, outcomes, and learnings.
• Document and share case studies, success stories, and field insights highlighting project impact and challenges.

4. Monitoring, Evaluation & Learning (MEL) :
• Develop and oversee monitoring frameworks to assess project progress, outputs, and outcomes.
• Regularly analyze project data to support evidence-based decision-making and adaptive project management.
• Ensure gender-sensitive and participatory approaches are integrated into all monitoring, evaluation, and learning processes.

5. Budget & Resource Management :
• Ensure proper utilization of project funds in accordance with the approved budget and financial guidelines.
• Coordinate with the finance team to ensure timely financial reporting and compliance with donor requirements.
• Maintain transparency, accountability, and efficient management of project resources.

Key Skills Required:
• Strong computing skills (MS Office and electronic communication).
• Excellent communication and interpersonal skills; ability to work with multi-disciplinary and multicultural teams.
