1. INTRODUCTION & BACKGROUND
Vedatmane Productivity Council is a premier registered Section 8 non-profit organization committed to fostering institutional excellence, grassroots productivity, industrial skill mapping, and vocational development.
 
As part of its forward-looking economic agenda, the Council has established its dedicated flagship incubation wing, Veda-X Ventures.
 
Veda-X Ventures serves as a highly robust startup catalyst engineered to provide early-stage innovative businesses and local micro-entrepreneurs with customized entrepreneurial training, institutionalized mentorship networks, strategic investor connections, and comprehensive startup ecosystem management support.
 
2. OBJECTIVE OF THE RFP
To effectively democratize entrepreneurship and expand operations into regional hubs, Veda-X Ventures intends to set up strong decentralized nodes across Uttar Pradesh. The primary objective of this Request for
 
Proposal (RFP) is to empanel exactly one (1) highly competent, compliant, and experienced Non- Governmental Organization (NGO) / Social Institution in each of the eighteen (18) Administrative
 
Divisions (Mandals) of Uttar Pradesh.
 
The designated partner NGOs will serve as the exclusive regional implementation and mobilization pillars, bridging the gap between state-level incubation resources and rural/semi-urban talent pools.
 
3. SCOPE OF WORK FOR EMPANELLED NGOS
Selected NGO partners will operate in absolute lockstep with Veda-X Ventures management to drive the following ground-level interventions within their allocated divisions:
  • Grassroots Talent Scouting & Identification: Mapping and conducting outreach drives to discover innovative business ideas, native artisanal solutions, and high-potential local entrepreneurs, with targeted focus on youth, women, and returning skilled migrant workforces.
  • Industrial & Vocational Training Assistance: Coordinating and hosting technical skill bootcamps, standardized vocational programs, and fundamental business compliance workshops in line with industry guidelines.
  • Incubation Program Facilitation: Supporting the localized roll-out of Veda-X Ventures' instructional classes, diagnostic sessions, and expert mentoring clinics.
  • Community Mobilization: Driving regular public awareness campaigns to foster local acceptance, interest, and adoption of modern self-employment and sustainable business development models.
4. FINANCIAL SUPPORT & REMUNERATION MODEL
Recognizing that ground-level operational vigor requires stable capital enablement, Veda-X Ventures offers a highly attractive Hybrid Financial Support Framework to its empanelled partners. This model ensures administrative sustainability while remaining firmly aligned with qualitative milestones:
 
A. Fixed Activity-Based Grants
Veda-X Ventures will provide fixed-budget allocations to insulate the NGO from baseline organizational stresses when conducting authorized community programs:
  • Bootcamp & Mobilization Support: A pre-approved financial grant ranging from Rs.15,000 to Rs.30,000 per event to cover actual expenses linked with venue arrangements, localized marketing,
  • banners, instructional printouts, and light refreshments for participants.
  • Infrastructure Utilization Subsidies: Where an empanelled NGO utilizes its own pre-existing infrastructure (such as IT setups, smart classrooms, or testing spaces) to deliver specialized Veda-X
  • software or business modules, a mutually calculated utility subsidy will be provided to cover power, high-speed connectivity, and basic maintenance costs.
B. Outcome-Linked & Milestone Incentives
 
To incentivize proactive tracking, vetting, and performance management, performance fees are woven into the arrangement:
  • Sourcing & Onboarding Success Fee: A fixed incentive ranging from Rs.2,000 to Rs.5,000 will be disbursed to the partner NGO for every novel, validated startup or local candidate successfully sourced by them that qualifies through Veda-X Ventures' official screening panel and completes formal batch onboarding.
  • Incubation Milestone Bonus: A specialized success reward payable upon the incubated startup reaching verified maturity milestones—such as the legal launch of a commercial product, obtaining
  • official regulatory certifications, or securing angel funding/government grants.
C. Co-Budgeted Technical Resource Allocations
Trainer & Mentor Honorariums: For specialized industrial training or sophisticated technical tracks, Veda-X Ventures will directly clear or co-fund the professional honorariums for external domain
experts, eliminating financial outlays for the NGO.
 
5. MINIMUM ELIGIBILITY CRITERIA
 
Applicant organizations must reliably fulfill each of the following qualification milestones to clear technical evaluation:
  • Statutory Standing: Must be legally registered for at least three (3) consecutive years as a Society (under the Societies Registration Act, 1860), a Public Charitable Trust, or a Section 8 Non-Profit
  • Company.
  • NITI Aayog Empanelment: Must possess an active and verifiable NGO Darpan ID with up-to-date documentation.
  • Proven Operational Track Record: Minimum of 2–3 years of active experience executing industrial training, vocational skill development setups, career counseling, or community livelihood generation
  • programs.
  • Regional Network & Presence: A fully functional physical workspace, regional branch, or verified baseline delivery mechanism within the applied administrative division of Uttar Pradesh.
  • Clear Integrity Profile: The organization, its board members, and executives must not have been blacklisted or debarred by any Central or State Government department, public sector undertaking, or global agency.
6. PROPOSAL SUBMISSION FRAMEWORK
Proposals must be Following a structured presentation and submitted into two distinctive volumes:
  • Volume I: Technical Proposal
  • Legal registration certificates, PAN card, and validated NGO Darpan details.
  • Detailed summary sheet listing previously handled industrial training and community projects, backed by valid completion letters or sanction orders.
 
Profiles of key instructional trainers, organizational executives, and localized infrastructure layout descriptions.
 
A brief strategic approach statement (not more than 2 pages) detailing their operational deployment vision for Veda-X Ventures in their division.
 
Volume II: Financial & Operational Credentials
Audited Financial Statements (Balance Sheets, Income & Expenditure Accounts) alongside corresponding Income Tax Returns (ITR) for the preceding three (3) financial years.
 
7. EVALUATION & SELECTION METHODOLOGY
All incoming profiles will be scrutinized by an expert evaluation committee. Exactly one (1) partner NGO will be onboarded per division based on a 100-mark grid:
