Position Overview:
The Senior Associate, Data & Evaluationwill contribute to the design, implementation, and strengthening of program monitoring systems for the Girls’ Education Program (GEP) across multiple program models and states. The role will focus on developing monitoring tools, ensuring data quality, strengthening monitoring systems, and generating program insights to support data-informed program implementation. The Senior Associate will work closely with the Senior Officer, Data & Evaluation and collaborate with program, operations, and state teams to strengthen monitoring processes, improve data quality, and support evidence-based program decision-making.
This position is based at the Country Office in New Delhi and will require periodic travel to program locations to support field monitoring, data verification, and implementation review.
Responsibilities:
Monitoring System Design and Implementation
- Contribute to the design and refinement of program monitoring frameworks, indicators, and monitoring tools in collaboration with the Sr. RM&E Officer.
- Support the development and implementation of monitoring forms and data collection systems across different program models.
- Facilitate the effective implementation of monitoring systems across program locations.
- Identify opportunities to strengthen monitoring processes based on field learnings and data insights.
Program Data Management and Quality Assurance
- Ensure timely data flow and reporting from state teams to the country office.
- Conduct regular quality checks and validation of monitoring data to ensure accuracy and reliability.
- Cross-verify project records and documentation in coordination with the operations and program teams.
- Clean, compile, and manage program monitoring datasets and identify errors, outliers, or inconsistencies for timely correction.
- Strengthen adherence to standardized data collection and reporting protocols across program locations.
Data Analysis, Reporting, and Insights
- Analyze monitoring data to generate meaningful insights that support program improvement and decision-making.
- Identify trends, gaps, and implementation challenges emerging from program data.
- Prepare monthly reports, dashboards, and program fact sheets based on monitoring data for internal review and planning.
- Support the preparation of data analytics, program summaries, and monitoring reports for leadership and program teams.
Dashboard and Data Platform Management
- Lead the development, maintenance, and continuous improvement of program monitoring dashboards across different models of the GEP Program.
- Ensure dashboards effectively track key program indicators and implementation progress.
- Manage program data on the Global Solution Database (GSD) platform by coordinating data entry, validation, and submission.
- Ensure accurate, consistent, and timely data entry by state teams and regularly extract and share reports from the GSD platform.
Program Monitoring Support to State Teams
- Provide technical guidance and first-level support to state and program teams on monitoring tools, processes, and reporting requirements.
- Coordinate with state teams to strengthen adherence to monitoring protocols and improve consistency in data reporting across locations.
- Support field teams in resolving issues related to data collection and reporting systems.
- Work closely with program teams to ensure effective implementation of monitoring processes.
Capacity Building and Mentoring
- Identify capacity-building needs of program teams related to monitoring systems and data management.
- Conduct trainings and orientations for state/program teams on monitoring tools, reporting platforms, and data processes.
- Mentor junior RM&E staff and support them in strengthening their technical skills and understanding of monitoring systems.
Research, Documentation, and Learning
- Conduct literature reviews and secondary research on relevant thematic areas.
- Compile and analyze secondary data sources to inform program monitoring and improvement.
- Document best practices, program learnings, and monitoring insights to strengthen RM&E processes and support program quality.
- Contribute to internal knowledge sharing and learning processes within the organization.
Monitoring of Studies and Field Engagement
- Coordinate and oversee the implementation of RM&E studies related to the GEP program.
- Support the planning, coordination, and execution of monitoring-related research activities.
- Travel to program locations (urban and rural) to support field monitoring, data verification, and program implementation review.
Cross-functional Collaboration
- Work closely with program, operations, and RM&E teams to strengthen standardized data collection and monitoring practices.
- Provide RM&E inputs in program planning, implementation reviews, and internal reporting processes.
- Contribute to periodic program review discussions by presenting monitoring insights and supporting evidence-based decision-making.
Other Responsibilities
Undertake any additional tasks assigned by the reporting manager related to research, monitoring, evaluation, and program strengthening.
Travel Requirement- This position will require periodic travel to program locations across states to support monitoring activities, field verification, and program implementation review.
Qualifications:
Required:
- Master’s degree in Statistics, Economics, Social Sciences, Development Studies, Public Policy, Data Science, or a related field.
- Minimum 6-7 years of relevant experience in research, monitoring and evaluation (RM&E), data management, or program analytics within the development sector.
- Demonstrated experience in designing and managing monitoring systems, data collection tools, and program databases.
- Experience in data analysis, interpretation, and preparation of analytical reports to support program decision-making.
- Familiarity with data visualization tools and dashboard development (e.g., Excel dashboards, Power BI, Tableau, or similar tools) is preferred.
- Experience working with large program datasets and ensuring data quality and validation processes.
- Experience supporting multi-state or multi-location programs and coordinating with program teams for monitoring and reporting.
- Prior experience in education, gender, or social development programs will be an advantage.
- Willingness to travel to program locations (urban and rural) as required.
