1. Background
Udayan is an independent NGO based in Barrackpore, Kolkata. Established in 1970, Udayan provides a home and school for children affected by Leprosy from the Leprosy colonies of West Bengal & Jharkhand.
VISION: Leprosy affected families rise above leprosy, integrate into society and prosper - leading healthy, happy, productive and dignified lives.
MISSION: Udayan empowers the children and young adults of leprosy affected families through education, holistic development, and vocational and professional courses for livelihoods. By providing them with a safe space to grow and learn, and educating families on the value of education, we create an enabling environment for children to ‘rise above leprosy.’
As the organisation enters a new phase of growth and evolving development challenges, it seeks to undertake a strategic planning exercise to define its vision, priorities, and direction for the next five years.
The strategic planning process will enable Udayan to:
• Reflect on its achievements, challenges, and learnings to date;
• Revisit and reaffirm its mission, vision, and core values;
• Identify emerging opportunities and challenges in the external environment;
• Define strategic priorities and organisational goals for the next five years;
• Develop an actionable roadmap to strengthen programme impact, organisational sustainability, and institutional capacity.
To support this process, Udayan seeks to engage an experienced consultant or consulting firm to facilitate the development of its five-year strategic plan.
2. Purpose of the Assignment
The purpose of this consultancy is to facilitate a participatory strategic planning process (including a face to face workshop) that results in a clear, actionable, and organisation-wide strategic plan for the period 2027–2032.
The process should engage the Board, leadership team, staff, and other relevant stakeholders in shaping a shared vision and strategic direction for the organisation.
3. Objectives of the Assignment
The consultant will:
1. Conduct a review of Udayan's existing strategy, programmes, organisational capacities, and relevant documentation.
2. Facilitate a process to assess the organisation's strengths, weaknesses, opportunities, and threats.
3. Analyse the external environment and emerging trends affecting the development sector and Udayan's areas of work.
4. Support the organisation in identifying its strategic priorities and long-term aspirations.
5. Facilitate a 1 day face-to-face workshop with key stakeholders.
6. Facilitate consensus among key stakeholders on organisational direction and priorities.
7. Develop a five-year strategic plan and implementation roadmap.
4. Scope of Work
The consultant will undertake the following activities:
Phase 1: Inception and Review
• Conduct an inception meeting with the leadership team.
• Review key organisational documents, including:
o Previous strategic plans;
o Annual reports;
o Programme reports and evaluations;
o Financial and fundraising information;
o Organisational policies and governance documents;
o Any other relevant background material.
Phase 2: Stakeholder Consultations
• Conduct consultations with key stakeholders, which may include:
o Governing Body members;
o Senior leadership;
o Programme staff;
o Community representatives;
o Donors and partners (where relevant).
• Gather perspectives on:
o Organisational strengths and challenges;
o Future opportunities and risks;
o Emerging needs of communities and stakeholders;
o Expectations for Udayan's future role and impact.
Phase 3: Strategic Analysis
Undertake an analysis of:
• Internal organisational capacities;
• Programmatic strengths and gaps;
• Funding landscape and sustainability considerations;
• External trends and contextual changes;
• Risks and opportunities for the organisation.
The consultant may use tools such as:
• SWOT Analysis;
• PESTLE Analysis;
• Theory of Change review;
• Stakeholder Mapping.
Phase 4: Strategic Planning Workshop
Design and facilitate an in-person one-day strategic planning workshop with the Governing Body and senior leadership team.
The workshop should aim to:
• Build a shared understanding of the current context;
• Review organisational achievements and challenges;
• Revisit the organisation's vision, mission, and values;
• Identify and prioritise strategic themes;
• Define organisational aspirations and outcomes for the next five years;
• Build consensus on strategic priorities and organisational goals.
The workshop should be highly participatory and include appropriate facilitation methodologies and exercises.
Phase 5: Development of the Strategic Plan
Based on the consultations and workshop outcomes, prepare a draft five-year strategic plan that includes:
1. Vision, mission, and values.
2. Situational analysis and strategic context.
3. Strategic priorities and goals.
4. Key outcomes and objectives.
5. Organisational strengthening priorities.
6. Resource mobilisation and sustainability considerations.
7. Monitoring and review framework.
8. Implementation roadmap for the next five years.
Phase 6: Validation and Finalisation
• Present the draft strategic plan to the leadership team and Board.
• Incorporate feedback and revisions.
• Submit the final strategic plan.

8. Consultant Qualifications and Experience
The consultant or consulting firm should demonstrate:
• At least 10 years of experience in organisational development and strategic planning for non-profit organisations.
• Proven experience facilitating strategic planning processes for NGOs, foundations, or community-based organisations.
• Strong facilitation and stakeholder engagement skills.
• Understanding of the Indian development sector and grassroots organisations.
• Experience in participatory methodologies and organisational assessments.
• Excellent analytical and report-writing skills.
• Ability to deliver actionable and practical strategic plans.
