Job Summary: The MEAL Officer is responsible for the direction and development of programme monitoring at CIF in India and delivering high standards of monitoring, evaluation, learning and reporting on project and programme results. The officer will continuously develop, learn and deliver robust data, processes, analysis, presentation and learning to demonstrate the impact of our work. The MEAL officer will work closely with the director and project heads to develop and deliver CIF’s MEAL strategies and plans, besides supporting the programme and resource mobilisation teams.
MEAL Tool Development and Data Management
Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).
Develop/ adopt an integrated database of all projects/ programmes and ensure accountability through regular data updates, data integrity and working in collaboration with the data processors
Work with programme leads / project officers and field locations to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilised in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
Review existing data collection tools and suggest improvements
Incorporate field and technical team feedback to ensure the continuous improvement of data management systems
Monitoring and Reporting
Develop M&E plans for all projects and programmes and ensure the same is followed up during implementation;
Ensure all grants have updated work-plan and performance management plan in place
Provide programme information and analysis that articulates the organisation’s programmatic delivery position in light of internal and external targets, results and priorities.
Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators to guide decision making
Review monthly progress reports from program team and ensure they have evidence to back-up and provide feedback to the respective staff
Collate and prepare reports related to internal reporting such as the quarterly and annual reports
Assist the programme team in developing the proposals for resource mobilisation.
Assessments and Evaluation
Initiate baseline surveys for new projects/ programmes and conducting relevant evaluations for ongoing projects
Lead and/or coordinate all project assessments, evaluations and performance evaluation tasks including planning and reporting on the same
Assist in the development of TOR for external surveys and consultant recruitments/ selection
Coordinate the review of all assessment/ evaluation reports prepared to ensure quality and accurate reporting
Ensure that CIF team learns from all final evaluations of completed projects for decision making and improvement of project designs
Learning, Accountability and Capacity Building
Provide relevant evidence for learning from projects to CIF team and the partners
Share learning and provide constructive comments to colleagues in order to ensure programmequality
Build capacity of staff through training to ensure adoption of new data monitoring tools andquality of data collected
Keep abreast of new approaches and tools on M&E, and provide training to CIF staff andpartners as required
Contribute to identifying, presenting and disseminating good practice and lesson learningthrough knowledge management, networking, conferences and publications in print and online.

Qualifications & Experiences required:
Bachelor's degree or Master’s degree in data science, social science, analytics, or monitoring and evaluation or related field
Minimum 2 years of experience related to monitoring, evaluating and reporting on programs related to children, adolescents, youth, women, etc
Experience in design and implementation of M&E systems
Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively
Knowledge of and experience in project cycle management, including the use of logical framework, theory of change and other planning tools.
Strong skills in collecting, analysing, interpreting qualitative and quantitative data
Excellent report writing, analytical, and communication skills
Willingness to travel to the field as required in the project.
Strong knowledge of MS Office application shall be preferred.

Excellent interpersonal and intercultural skills and ability to interact professionally with partners, donors, stakeholders and staff at all levels of the organisation
Language: The candidate should be able to speak, read and write in English. Knowing Kannada and Hindi will be an added advantage.
