Job Summary:
The Senior Program Manager will work to support the Program Director and be responsible for coordinating and tracking interventions across the continuum of maternal and newborn health care, including ANC, intrapartum care, BEmONC, essential new born care, postnatal care, referral transport and emergency obstetric and neonatal care readiness. It involves supporting district teams for facility strengthening interventions and coordinating closely with the State Health Society, Directorate, SIHFW, SHSRC and technical partners. The role also contributes to strengthening DHs and FRUs and support targeted facilities in progressing toward NQAS and LaQshya certification. The position helps plan and coordinate training and capacity-building initiatives for doctors, nurses and facility managers including the development of training materials, job aids and mentoring tools. A major component of the role is monitoring and analytics of system level data; developing dashboards, scorecards and review trackers, identifying underperforming districts and persistent bottlenecks and developing high-quality review materials, technical briefs, operational guidance and policy notes for the state.
 
Key Responsibilities:
 
Program Planning, Coordination & Implementation
  • Support the state lead in translating the overall district hospital / FRU transformation strategy into annual and quarterly implementation plans for priority districts and facilities.
  • Assist in rolling out interventions related to ANC, intrapartum care, skilled birth attendance, BEmONC/CEmONC, newborn stabilization, postnatal care and referral transport.
  • Support preparation of district microplans, facility improvement plans, FRU strengthening plans and roadmaps for targeted facilities.
  • Track implementation of agreed activities across districts and follow up with district officials, operation teams and partners for timely execution.
  • Identify implementation bottlenecks in service delivery, HR, equipment, training, referral linkages, blood availability, drugs and diagnostics and support resolution through regular follow-up with state and district stakeholders.
  • Provide coordination support for expansion of emergency service package at district hospitals, including maternal and neonatal emergency care readiness.
  • Coordinate with State Health Society, Directorate, SIHFW, SHSRC, medical colleges and districts on assigned workstreams.
  • Maintain regular communication with district teams to ensure alignment of activities with state priorities.
  • Collaborate with other technical partners working on MNH, quality of care, referral systems, hospital strengthening, emergency care and workforce capacity building.
  • Undertake regular field visits to districts and facilities to review implementation progress, validate reported data, support district teams and troubleshoot operational issues.
  • Support drafting of concept notes, technical briefs, operational guidelines, review notes, presentations and policy inputs related to maternal, newborn and emergency health systems strengthening.

       District Hospital, FRU & CEmONC Strengthening

  • Assist in preparing and updating FRU functionality plans, including gaps related to obstetricians, anesthetists, pediatricians, SNCU/NBSU linkages, blood storage units, OT readiness and 24x7 service availability.
  • Work with districts to improve availability and utilization of specialist doctors and strengthen their engagement in CEmONC services.
  • Support implementation of interventions to improve caesarean readiness, management of obstetric emergencies, newborn resuscitation, management of PPH/eclampsia/sepsis, and referral stabilization.
Referral Systems & Emergency Response Strengthening
  • Support mapping and strengthening of maternal and newborn referral pathways PHCs, CHCs, FRUs and DHs.
  • Assist in developing and monitoring referral protocols, escalation mechanisms, emergency call linkages and stabilization practices.
  • Support district/facility teams in strengthening emergency preparedness for obstetric and neonatal complications, including triage, emergency drills and rapid response systems.
Quality of Care, Certification & Facility Improvement
  • Support targeted facilities in progressing toward NQAS and LaQshya certification, including gap assessments, action planning, documentation and review preparedness.
  • Track compliance of facilities on quality standards, labour room and maternity OT protocols, infection prevention practices, respectful maternity care, clinical governance and case documentation.
  • Support development and monitoring of facility quality dashboards for key MNH and emergency care indicators.
 
Capacity Building, Mentoring & Institutional Strengthening
  • Support planning and coordination of training and skill-building initiatives for doctors, nurses, ANMs and facility managers on MNH and emergency care priorities.
  • Assist in strengthening institutional mechanisms for training through SIHFW, RHFWTCs, medical colleges and district training platforms.
  • Support development/adaptation of training content, job aids, mentoring tools, checklists and review formats in line with state priorities and national guidelines.
  • Support engagement of medical colleges and clinical experts in mentoring, case reviews, skill building and facility organization improvements.
 
Monitoring, Data Analysis & Review Support
  • Compile, clean and analyze data from HMIS, LaQshya/NQAS assessments, maternal death reviews, newborn indicators, C-section trends, referral data and program monitoring tools.
  • Develop state and district review dashboards, trackers, scorecards and analytical summaries on service utilization, quality of care, FRU functionality, HR deployment and emergency response.
  • Identify trends, underperforming districts/facilities and persistent bottlenecks, and flag them to the state lead with actionable recommendations.
  • Support preparation of review materials for state-level monthly/quarterly reviews, partner meetings and departmental presentations.  
Essential Qualification & Experience:
  • MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
  • Minimum 7-10 years of experience in maternal and newborn health, preferably in a public health or development setting.
  • Experience working with government health programs (NHM, RMNCH+A), NGOs, or international agencies.
  • Strong expertise in maternal and neonatal clinical care, health systems strengthening, and program implementation.
  • Proficiency in data analysis, M&E frameworks, and research methodologies.
  • Excellent communication, leadership, and stakeholder engagement skills.
  • Operations management, engagement with government departments, consultancy will be an added advantage.
 
Essential Skills:
  • Familiarity with government health policies and programs in India.
  • Experience in designing and implementing health solutions for maternal and newborn care.
  • Ability to work in low-resource settings and travel frequently to field locations.
  • Proficiency in Hindi and English; knowledge of regional languages is a plus.
  • Collaboration with multiple internal/external stakeholders (individual and teams)
  • Experience working in dynamic work environments with substantive dose of ambiguity.
  • Basic level quantitative and qualitative analytical skills.
