The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.
Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. Job Summary:
The Senior Program Manager – Government Institution Strengthening (PPP, SCM & Finance) supports the Program Director in building institutional capacities across Public-Private Partnerships (PPP), Supply Chain Management (SCM) and Public Health Finance systems in the assigned GAVB state. This role translates strategic frameworks into district and facility-level implementation—ensuring that PPP models function as designed, supply chains for essential drugs and diagnostics remain uninterrupted and NHM financial systems operate with transparency and compliance.
The Senior Program Manager is responsible for direct engagement with state and district level government counterparts providing technical assistance, supervising processes and resolving implementation bottlenecks.
This role demands a strong blend of operations management, analytical rigour, government process expertise and the ability to manage multi-functional teams across complex government health systems. The Senior Program Manager works under the guidance of the Program Director and in close coordination with other GAVB's state functions.
Key Responsibilities:
Public-Private Partnerships (PPP)
- Support the operationalisation of PPP frameworks at the state and district level - facilitating vendor onboarding, service level monitoring and issue resolution.
- Assist the Program Director in conducting feasibility assessments, developing Requests for Proposals (RFPs) / Expressions of Interest (EOIs) and supporting government-led tendering and evaluation processes.
- Facilitate pre-bid meetings, publication of corrigenda and technical and financial evaluation processes in coordination with Health Department leadership.
- Support the design and delivery of training and orientation programmes for government officials and private partners managing PPP services across districts.
- Assist in the preparation of MoU/MoA documentation and ensure smooth execution of agreements with empaneled vendors.
Supply Chain Management (SCM)
- Drive district and facility-level improvements in supply chain systems to ensure uninterrupted availability of essential drugs, diagnostics and equipment.
- Scrutinize past procurement data—analyzing indent patterns, stock-out incidents, nodal-level stock positions and pricing trends—to identify systemic gaps.
- Support the definition and monitoring of procurement calendars for critical drug categories, ensuring alignment with state-level procurement manuals and financial schedules.
- Facilitate the operationalisation of standard operating procedures (SOPs) for drug and equipment procurement at state.
- Clarify and reinforce roles, responsibilities, key result areas (KRAs) and key performance indicators (KPIs) for district store managers.
Public Health Finance
- Provide operational support to Finance Cell in managing NHM finances - budgeting, fund disbursement, financial reporting and audit compliance.
- Support the preparation and quality review of Project Implementation Plans (PIPs), ensuring accurate fund requirement detailing and alignment with program priorities.
- Monitor accounting systems and financial performance indicators at district and block levels; support convergence of financial and accounting processes under NHM.
- Ensure timely disbursement of funds to health programmes and facilities.
- Prepare and share analytics on budgetary variance at district level; support course correction and fund reallocation as required.
Team Management & Coordination
- Define district program goals, design operational work plans, and track milestones and deliverables against agreed timelines.
- Foster a culture of compliance, process rigour, and continuous improvement within the team.
- Coordinate across functional work streams to ensure coherent, integrated institutional support to district health systems.
Documentation, Communication & Reporting
- Document program progress, supply chain assessments, PPP performance reviews and financial management outcomes through reports, presentations and concept notes.
- Prepare documentation related to programme implementation, including approvals, government letters, meeting proceedings and action trackers.
- Consolidate district-level learnings and operational insights to support knowledge management and program refinement at state level.
Essential Qualification & Experience:
- MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
- Expertise and experience (at least 6 years) in either designing and managing PPP, SCM and finance systems with health department.
- Established track record in successfully engaging with senior leadership in Health Department.
- Exposure to financial management, operation research, systems analysis, Accounting tools, government accounting, fund flow management, utilization certificates and scheme-wise expenditure reporting in a government set up.
- Experience of working in both private corporate sector and public sector especially in Tender development process and purchasing services.
- Operations management, engagement with government departments, consultancy will be an added advantage
Essential Skills:
- Familiarity with government health policies and programs in India.
- Demonstrated ability to mobilize Government systems to strengthen national programs.
- Excellent negotiation skills.
- Ability to work in low-resource settings and travel frequently to field locations.
- Proficiency in Hindi and English; knowledge of regional languages is a plus.
- Collaboration with multiple internal/external stakeholders (individual and teams)
- Experience working in dynamic work environments with substantive dose of ambiguity
- Basic level quantitative and qualitative analytical skills
