CONTENT OF TERMS OF REFERENCE (TOR)
2. Background:
Odisha is highly vulnerable to multiple hazards including cyclones, floods, heatwaves, lightning, droughts, and other slow-onset climate-induced events. Children are among the most vulnerable groups affected during disasters due to disruption of essential services, increased protection risks, health concerns, and loss of access to education and nutrition.
Over the years, the Odisha State Disaster Management Authority (OSDMA) has made significant progress in strengthening disaster preparedness and response systems. However, there remains a need to further strengthen community-level preparedness mechanisms, particularly through active engagement of local volunteers capable of supporting vulnerable populations, especially children, before, during, and after disasters.
In this context, OSDMA, in collaboration with UN ORGANIZATION, proposes to establish a cadre of approximately 55,000 Village Level Task Force (VLTF) Volunteers across hazard-prone villages of Odisha. These volunteers will serve as the first line of support to communities during emergencies and will facilitate preparedness, child protection, and coordination with response agencies.
UN ORGANIZATION will provide technical expertise and experienced human resources to support OSDMA in establishing the VLTF volunteers in designing, implementing, monitoring, and institutionalizing the Child-Focused Community-Based Disaster Risk Reduction programme.
As part of this initiative, UN ORGANIZATION seeks to engage a qualified, motivated, and experienced professional to serve as a Consultant- Capacity Building. This consultant will work closely with OSDMA, DDMA, and line departments.
