About Organisation: LEPRA Society is an organization working for people affected by Leprosy, lymphatic filariasis, TB, HIV/AIDS & other NTDs, Eye Care and governed by a board comprising of distinguished individuals from across India.
About Project: LEPRA Society with support from Sightsavers is implementing Urban Eye Health Programme in Bhubaneswar-Cuttack twin city, Odisha. The overall goal of the Urban Eye Health intervention is to “reduce the prevalence of uncorrected refractive error through improved eye health of the urban slum population through inclusive and integrated eye health.
To achieve the goal, the partnership between Sightsavers & LEPRA Society works through 3 strategic initiatives:
I. Firstly, by increasing in the uptake of eye health services by Urban Population (demand side).
II. By strengthening UPHCs and VCs to deliver inclusive & quality eye health services for the urban poor population (supply side)
III. By strengthening programme and financial aspects that ensures sustainability of quality eye health services
The Programme will be implemented in partnership with Government, private sector, key technical resource and training agencies and community-based institutions and Urban Local Bodies. The UEH Project Lead is responsible for overall city level project planning, coordination, implementation, reporting, documentation and compliance of the systems and policies related to UEH Programme at project geography level. While ensuring project related activities are accomplished as per the plan, with the required quality, quantity and importantly within the agreed timelines, s/he will ensure all project activities are implemented to achieve maximum impact as per project objectives while remaining on schedule and budget. The UEH Project Lead directly manages city-level staff and closely works with other key staff of the partnering eye hospitals within the assigned city.
Essential Job Responsibilities:
Project Coordination
• Provide overall coordination for the project activities at assigned city level.
• Review project implementation strategies and contextualise to BBSR-CTC.
• Develop district specific work plans and budgets while supporting teams implement activities on time within the approved budget and ensuring project deliverables achieve desired impact.
• Identify risks and propose solution by updating supervisor on progress and challenges.
• Organise and facilitate planning meetings and workshops with NUHM, Govt, private sector, training institutions, and different key stakeholders periodically including revision of plans if any.
• Identify capacity needs amongst the project implementation team for strengthening their knowledge base and sharpen implementation skills through training and mentorship.
• Enable and extend support in accomplishment of plans by project team without negotiating on agreed time, quality, and quantity.
• Provide Programme inputs and support to the project level staff during visits taking technical support from LEPRA Eye Hospitals and Sightsavers.
• Ensure the Sightsavers donor specific activities and targets are effectively planned, monitored and executed with timeline and process in the assigned geography.
City &District stakeholder engagement
• Develop monthly and quarterly action plans in collaboration with project team as per the approved annual PFA/ Annual Targets set for the project.
• Organise meeting and link up with prospective stakeholders around convergence of various health programmes.
• Take active role in strengthening urban primary eye health systems in the cities, which will deliver inclusive and quality eye health services targeting the slum population in the cities.
• Support and operationalise training for various cadres of health workers, city/ district level policy makers, technicians and other service providers as per schedule
• Ensure fund and resource leverage from Govt. and other sources for sustainability and cost effectiveness to UEH project initiative.
• Organise interface meetings between various players in the city/ district under chairmanship of CDMO/ DPM-NHM or DPM-NPCB
• Act as a key liaison with city/ district level Govt and other key stakeholders at district level including representation, identifying synergies and collaborations.
• Initiate MoU / partnerships with key departments / agencies specifying roles and responsibilities and outlining areas of collaboration.
• Facilitate participation of key officials and functionaries in workshops and consultations and implementation including organising joint field visits to enabling access to services.
• Facilitate process of data integration from various levels
• Take up training and facilitation on inclusive eye health practices amongst various stakeholders especially with the Disability affairs dept.
• Represent and participate in eye health & other related programmes of similar nature in Sightsavers programme districts in coordination with State Coordinator, LEPRA Society, Odisha
Reporting, Analysis and Collation
• Maintain comprehensive information of the project as per the project monitoring framework and responsible for collecting, collating and analysis of data and information and share periodically.
• Coordinate efforts to track indicators on the Programme’s results framework further ensuring quality and timely data collection, analysis, interpretation, and reporting.
• Ensure effective and timely reporting and documentation of project activities including reports from various VCs, camps, outreach activities etc.
• Conduct regular visit to field sites, training events, and awareness campaigns to assess progress of activities and offer feedback to staff, Programme participants and supervisor.
• Ensure submission of M& E data in coordination with hospital DEO after validation of data before submission to Sightsavers, MEL Manager.
• Participate in designing interventions, activities, and M&E frameworks of Sightsavers.
• Ensure documentation of case studies, success stories and lessons learned with necessary policy compliance of Sightsavers.
Implementation Focus
• Percentage of women, transgender, persons with disability, Leprosy Cured/ affected, other underserved urban slum population accessing eye health services.
• No. of operational UPHCs and VCs are delivering eye health services (URE, Provision of spectacles, cataract, Glaucoma) as per standard and Govt norms.
• Strong referral systems for DR & Glaucoma are established that provides affordable eye health services for the urban poor.
•Standardised quality control mechanisms are in place.
Safeguarding
• Ensure safeguarding principles are followed in programme implementation, training etc. in coordination with Sightsavers &LEPRA Society, BBSR.
• Ensure safeguarding documents, like policy, POSH policy, are shared and explained with all the parties (Partners, Venders, Suppliers etc.) in coordination with Sightsavers & Sankara Eye Hospital, Ganjam.
Supervisory Responsibility:
• Project staffs directly associated with the UEH programme implementation as assigned by LEPRA Society.
• Coordination& matrix reporting role with State Coordinator, LEPRA Society, Odisha.
Accountability:
Reports Directly to: Programme Manager, LEPRA Society, Odisha with matrix to State Project Officer, Sightsavers.
Works directly with: BBSR-CTC UEH project team, LEPRA Eye Hospital Team Junagarh & Sonepur, Sightsavers, State Programme Lead, local Government, DBCS and health Dept, private sector, corporates, local firms, and other stakeholders
Minimum qualification & transferable skills:
• Bachelor’s/Master’s degree in Public health, optometry, Social science or relevant field.
• At least 4 to 5 years of relevant experience working with Programmes of a similar scope and scale.
• Demonstrated technical knowledge in public health programme, hospital management, large scale Govt. health programmes, community mobilisation or related fields.
• Experience in initiating, growing relationships and collaboration with diverse stakeholders including community-based institutions, Govt officials and ministries, civil society actors and the private sector.
• Must be willing to travel to project sites and as per organisation needs.
• Fluency in English and local language of the state posted, both written and oral essential.
Core competencies:
• Understanding of the social, economic, and public health issues in the district and the state
• Strong managerial skills including effective personnel management, adaptive management, coordination, and decision-making.
• Team management, negotiation, training and coordination skills with knack of establishing partnerships.
• Understanding of key concepts of public health especially eye health, universal coverage concepts and exposure of functioning of eye hospitals.
• Understanding on the concept of community outreach models of eye health programme and primary and secondary level eye institutions.
• Strong implementation, facilitation and consensus building skills.
• Number cruncher with robust analysis and interpretation skills to inform key management decisions.

Remuneration: CTC -Rs.41,000 per Month ( Eligible for staff benefits, applicable to the cadre)
