About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.
About the Projects:
SAATHII is selected as the Principal Recipient (PR) to implement the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27.
Tuberculosis: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.
HIV: The HIV project's overarching goal is to contribute to the national goal of ending AIDS by 2030. The project, guided by the National AIDS Control Organization (NACO), will expand the new model (CSC 2.0) of comprehensive continuum of care, from prevention to treatment which includes Care and Support Centers Elimination of Vertical Transmission of HIV and Syphilis (EVTHS), HIV interventions among incarcerated populations, Community System Strengthening (CSS), and the Red Ribbon Bus (RRB) Campaign. SAATHII will implement the project through SR partners in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab).
SAATHII seeks applications for the post of Finance Officer(s) and to be part of the Principal Recipient (PR) team for the GFATM supported above mentioned project.
Job Responsibilities of the Senior Finance Officer:
The primary responsibilities of the Senior Finance Officer are overseeing the financial performance and operations of the Sub Recipient (SR) and the Sub Sub Recipient (SSR) organizations. Responsibilities include monitoring their budgets, ensuring adherence to donor and statutory requirements, reviewing financial reports, supervising their fund flow and accurate accounting records; and establishing internal controls in SRs.
Detailed responsibilities for the Sub Recipient (SR) and Sub Sub Recipient (SSR) Partner Management:
1. Actively participate and assist the project team in selection and pre-grant assessments of potential SR organizations
2. Participate and support the SR organizations in assessment and selection of the SSR organizations
3. Establish a robust financial management infrastructure in SR and SSR partners, actively supporting the managements of those organizations in developing guidelines and SOPs to enhance their operations.
4. Conduct regular monthly visits to assigned SR partner organizations to perform financial On-Site Data Validation (OSDV) and Supportive Monitoring Visits (SMV). Review financial, administrative, human resource, procurement, and related documents during site visits.
5. Visit SSR partner organizations monthly for financial OSDV and SMV.
6. Provide ongoing training and support to staff members of SR and SSRs on financial procedures, policies, and systems to enhance their understanding of financial management principles and promote compliances
7. Review and finalize monthly/quarterly financial reports of SR and SSR partners, ensuring data accuracy through reconciliations and providing structured feedback.
8. Monitor fund flow and expenditure in SR and SSR levels to ensure value for money.
9. Implement effective financial monitoring systems to mitigate financial and fiduciary risks at SR and SSR levels.
10. Verify and approve payment requisitions and fund requests from the sub-recipient partners.
11. Support, manage and coordinate during project grant audits, statutory audits, other audits and donor reviews on an ongoing basis.
12. Undertake other activities and responsibilities as required by the project and the organization
Qualifications and Skills:
• Graduation / Post-graduate degree in Commerce or Financial Management from a recognized University
• Minimum 5 years’ of working experience in the NGO sector and engaged in financial management, sub-grants management and administration.
• Previous experience of working in a GFATM funded project will carry extra weightage.
• Proven ability of overseeing financial management and partner management of multi-state complex projects with sub-grants of partners
• Proven ability in interfacing with donors and grantees, ensuring compliance with statutory and contractual requirements.
• Experience in conducting supporting monitoring visits and financial data validation in SR and SSR partner organizations.
• Excellent oral and written communication skills in English and at least familiarity in spoken Hindi
• Willingness to travel extensively to all the project implementation states to visit SR and SSRs. An average travel of 12 to 14 days per month will be required
• Sound computer skills, including use of Internet and MS Office™ software and Tally accounting package (ERP version)
• Analytical capabilities to prepare various financial reports and financial data analysis as required by the donor and the organizational management
• Ability to work independently and as a team player in a complex, multicultural environment
Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
