A. About GIZ India
 
 
B. Project Background
 
India’s freight decarbonization is constrained by the limited adoption of Zero Emission Trucks (ZETs), particularly among small and medium fleet operators and logistics MSMEs. These operators face high upfront vehicle costs, limited access to credit, uncertain residual values and technological and operational risks. At the same time, financial institutions perceive ZET financing as high-risk due to the lack of performance data, standardized risk assessment tools, and proven mitigation mechanisms. This results in low credit uptake, slowing the transition to low-carbon freight transport.
 
The project aims to overcome the financing barrier faced by small fleet operators in India’s freight sector, which limits the adoption of Zero Emission Trucks. It will achieve this by mobilizing small carriers into viable ZET projects, supported by a de-risking framework and a Risk Sharing Facility (RSF) that enhances project bankability and enables lenders to offer better loan terms. Once the targeted fund is secured, the fund manager will operate the RSF by providing partial credit guarantees to financial institutions, ensuring responsible fund use and catalysing lending at scale. Small fleet operators and logistics providers will gain access to clean technology and affordable finance, improving ESG standards and reducing emissions across supply chains.
 
C. Responsibilities
  • Providing technical expertise, advice, and support in collaborating with partners and steering consultants in implementing the project effectively.
  • Providing technical inputs in preparation and reviewing of various technical products developed under the project.
  • Implementing daily operational aspects related to the project with focus sustainable urban transport / sustainable road freight.
  • Supporting the team in steering and management of contracts with partners, international and national consultants.
  • Contributing conceptual and strategic development of project goals, activities, and operational planning in close collaboration with the team.
  • Integrating results and experiences into GIZ team and other relevant groups.
  • Provide support in developing new partnerships.
  • Conceive new ideas and to be taken to its logical end.
  • Take-up training related activities as part of the project and with partner institutions.
  • Steering the branding and communication activities in the project.
  • Formulation of TORs and proof checking of the activities. 
D. Core scope of tasks:
 
Advisory Services 
  • Supporting the team in the overall implementation of the Project
  • Providing technical inputs in the transport sector.
  • Provide advisories and technical guidelines at national, state and city level ensuring linkage to pilot approaches and project implementation.
  • Collecting, compiling, analysing, and consolidating data and research relevant to urban transport / sustainable road freight at national, state and city level
  • Providing technical support as and when required by the project interventions.
  • Technical review and quality assurance of technical deliverables from national and international consultancy teams and implementing partners.
  • Supporting the monitoring of project results, usage of GIZ specific management instruments and documentation and communication of project activities.
  • Providing inputs for dissemination of various achievements / information on project/ initiatives / opportunities available under the program.
  • Documentation of all proceedings including meetings, workshops and technical sessions and follow-up with stakeholders if required.
  • Provide technical support to the partnership.
  • Organising knowledge and experience-sharing events and workshops with partners.
  • Monitoring and technical guidance of contractors and ensuring coherent implementation of deliverables (including reporting). 
Procurement, tendering and consultant management 
  • Prepare Terms of Reference (ToRs), Request for Proposals (RFPs) and related procurement documents for project activities in line with GIZ rules and guidelines.
  • Coordinate the tendering process including publication, pre-bid meetings, clarifications and evaluation procedures.
  • Support the selection of consultants through GIZ’s transparent and competitive processes and facilitate contracting procedures including negotiation, documentation and compliance checks.
  • Provide technical oversight and guidance to contractors, grantees and implementing partners, ensuring coherent implementation and quality reporting of deliverables.
  • Monitor deliverables and payment schedules to ensure timely submission and disbursement, and coordinate with finance and administration teams based on verified outputs.
  • Ensure compliance with donor and organizational financial procedures and support documentation required for project implementation. 
Networking and cooperation 
  • Stakeholder management and communication with internal and external cooperation partners.
  • Identify and engage with potential project partners and stakeholders.
  • Develop and maintain relationships with road freight operators, logistics companies, OEMs, energy companies, infrastructure providers, government institutions and industry associations.
  • Undertake consultations, workshops with project partners and financial-sector stakeholders in accordance with project requirements.
  • Excellent communication and presentation skills to disseminate project results and present concepts to diverse stakeholders and partners. 
Knowledge management 
  • Support communication and outreach of initiatives undertaken under the project.
  • Provide inputs for the development of technical briefs, brochures, presentations and other materials for dissemination at national level.
  • Document good practices, project success stories and lessons learned related to sustainable road freight.
  • Track and synthesise developments relevant to urban transport/ sustainable road freight. 
Coordination tasks 
  • Support in regular coordination with partners.
  • Coordinates and communicates with the project director and staff and also with other technical cooperation projects.
  • Implementing daily operational aspects of all issues related to the project.
  • Maintaining a good flow of communication and information with partners and other stakeholders.
  • Coordinating with respective stakeholders for assessing project-progress and monitoring impact. 
Other duties/additional tasks, if any:
  • The position holder performs other duties and tasks at the supervisor’s request related to the nature of the position.
E. Required Qualifications, Experience and Competencies 
  • Postgraduate in transport planning/engineering / urban planning from reputed institution.
  • 7-10 years of professional experience in urban transport / sustainable road freight.
  • Any prior experience in working with ministries and State/City Government will be an asset.
  • Technical knowledge of urban development, climate change and urban mobility.
  • Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
