- Small and medium-sized fleet operators are currently finding it difficult to obtain financing for Zero Emission Trucks (ZETs). Identify the key financial and credit risks that a bank or NBFC would consider when financing a ZET. Explain how you would assess these risks and what measures could be introduced to reduce or mitigate them.

- FASTR proposes establishing a Risk Sharing Facility to encourage banks and NBFCs to finance ZETs for small and medium-sized fleet operators. Assume you are part of the team designing this facility. Prepare a short note explaining how you would determine (a) the level of risk that the facility should cover, (b) the appropriate first-loss or second-loss structure, and (c) the key eligibility conditions that should apply to borrowers, financial institutions and ZET projects. Also explain what data you would require making these decisions.

B. Project Background
India’s freight decarbonization is constrained by the limited adoption of Zero Emission Trucks (ZETs), particularly among small and medium fleet operators and logistics MSMEs. These operators face high upfront vehicle costs, limited access to credit, uncertain residual values and technological and operational risks. At the same time, financial institutions perceive ZET financing as high-risk due to the lack of performance data, standardized risk assessment tools, and proven mitigation mechanisms. This results in low credit uptake, slowing the transition to low-carbon freight transport.
The project aims to overcome the financing barrier faced by small fleet operators in India’s freight sector, which limits the adoption of Zero Emission Trucks. It will achieve this by mobilizing small carriers into viable ZET projects, supported by a de-risking framework and a Risk Sharing Facility (RSF) that enhances project bankability and enables lenders to offer better loan terms. Once the targeted fund is secured, the fund manager will operate the RSF by providing partial credit guarantees to financial institutions, ensuring responsible fund use and catalysing lending at scale. Small fleet operators and logistics providers will gain access to clean technology and affordable finance, improving ESG standards and reducing emissions across supply chains.
C. Responsibilities
- Provide technical expertise and advice on financial mechanisms and investment approaches to support the implementation of the Freight Transport Projects.
- Engage with financial institutions, investors, fleet operators, OEMs, energy companies, government institutions and other relevant stakeholders to identify financing barriers and opportunities for road freight decarbonisation.
- Provide cross-project support on sustainable transport finance and private-sector investment mobilisation within the relevant programme.
D. Core scope of tasks:
Advisory Services
- Provide technical advice on financing solutions for the transition to sustainable and zero-emission road freight in India.
- Assess financial barriers faced by fleet operators and other road freight stakeholders in adopting electric trucks, alternative-fuel vehicles and associated infrastructure.
- Support the design and assessment of blended finance mechanisms, credit guarantee schemes, concessional finance, risk-sharing instruments and other innovative financing solutions.
- Develop and review financial models, investment cases, business cases and financing structures for road freight decarbonisation initiatives.
- Undertake financial and economic assessments, including Total Cost of Ownership (TCO), cash-flow analysis, sensitivity analysis, risk assessment and investment viability.
- Support engagement with commercial banks, NBFCs, DFIs, investors, insurers and other financial institutions to understand financing requirements and develop appropriate financial products for the road freight sector.
- Support the preparation of concept notes, proposals, technical briefs, presentations and otherproject deliverables related to project.
Procurement, tendering and consultant management
- Prepare Terms of Reference (ToRs), Request for Proposals (RFPs) and related procurement documents for project activities in line with GIZ rules and guidelines.
- Coordinate the tendering process including publication, pre-bid meetings, clarifications and evaluation procedures.
- Support the selection of consultants through GIZ’s transparent and competitive processes and facilitate contracting procedures including negotiation, documentation and compliance checks.
- Provide technical oversight and guidance to contractors, grantees and implementing partners, ensuring coherent implementation and quality reporting of deliverables.
- Monitor deliverables and payment schedules to ensure timely submission and disbursement, and coordinate with finance and administration teams based on verified outputs.
- Ensure compliance with donor and organizational financial procedures and support documentation required for project implementation.
Networking and cooperation
- Stakeholder management and communication with internal and external cooperation partners.
- Identify and engage potential financing partners, including commercial banks, NBFCs, DFIs, investors, insurers, leasing companies and other financial-sector stakeholders.
- Develop and maintain relationships with road freight operators, logistics companies, OEMs, energy companies, infrastructure providers, government institutions and industry associations.
- Undertake consultations, workshops with project partners and financial-sector stakeholders in accordance with project requirements.
- Excellent communication and presentation skills to disseminate project results and present concepts to diverse stakeholders and partners.
Knowledge management
- Support communication and outreach of initiatives undertaken under the project.
- Provide inputs for the development of financial/technical briefs, brochures, presentations and other materials for dissemination at national level.
- Document good practices, innovative financing models, project success stories and lessons learned related to sustainable road freight finance.
- Track and synthesise developments in sustainable transport finance, green finance, climate finance and financing instruments relevant to road freight.
Coordination tasks
- Maintain a good flow of communication and information with project partners, financial institutions, government stakeholders and other relevant actors.
- Coordinate with national and international think tanks, financial institutions, development partners and private-sector stakeholders to identify suitable opportunities and partnerships.

- The position holder performs other duties and tasks at the supervisor’s request related to the nature of the position.
E. Required Qualifications, Experience and Competencies
- Post Graduate degree in Finance, Economics, Business Administration, Development Finance, Infrastructure Finance or another relevant field.
- 3 - 5 years of professional experience in finance, infrastructure finance, climate finance, sustainable transport finance or a related field.
- Experience in working with financial institutions, private-sector companies, government institutions, development partners or investors; experience in development cooperation is an asset.
- Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
