B. Project Background
 
India’s freight decarbonization is constrained by the limited adoption of Zero Emission Trucks (ZETs), particularly among small and medium fleet operators and logistics MSMEs. These operators face high upfront vehicle costs, limited access to credit, uncertain residual values and technological and operational risks. At the same time, financial institutions perceive ZET financing as high-risk due to the lack of performance data, standardized risk assessment tools, and proven mitigation mechanisms. This results in low credit uptake, slowing the transition to low-carbon freight transport.
 
The project aims to overcome the financing barrier faced by small fleet operators in India’s freight sector, which limits the adoption of Zero Emission Trucks. It will achieve this by mobilizing small carriers into viable ZET projects, supported by a de-risking framework and a Risk Sharing Facility (RSF) that enhances project bankability and enables lenders to offer better loan terms. Once the targeted fund is secured, the fund manager will operate the RSF by providing partial credit guarantees to financial institutions, ensuring responsible fund use and catalysing lending at scale. Small fleet operators and logistics providers will gain access to clean technology and affordable finance, improving ESG standards and reducing emissions across supply chains. 
 
C. Responsibilities  
  • Provide technical and analytical support to the project, particularly on road freight, transport systems and transport decarbonization.
  • Support project implementation and coordination, including research, preparation and review of technical products, stakeholder engagement, meetings, workshops and follow-up of agreed actions and deliverables.
  • Support procurement, tendering and management of consultants and implementation partners, including preparation of ToRs and procurement documents, tracking of deliverables and milestones, and coordination of contractual processes.
  • Support monitoring, reporting and knowledge management, including tracking of project activities, indicators, outputs and deliverables, maintenance of project records and internal dashboards, and preparation of inputs for project reporting.
  • Provide cross-project technical support to the transport sector within the SUID cluster, as required. 
D. Core scope of tasks:
 
Advisory Services 
  • Support the project team in providing technical inputs related to road freight, transport systems and transport decarbonization.
  • Assist in research, data collection and analysis related to road freight operations, fleet characteristics, freight movement patterns, vehicle technologies and decarbonization pathways.
  • Provide technical and analytical support to project activities across cities, states, national ministries, government departments and other stakeholders, as required.
  • Support the implementation and monitoring of project activities of transport mitigation and decarbonization projects at the national and sub-national levels.
  • Assist in preparing background research, analytical inputs, case studies, benchmarking studies and documentation on sustainable and low-carbon transport.
  • Support the preparation of policy briefs, concept notes, analytical reports, presentations, briefing notes and other project deliverables.
  • Assist in reviewing technical inputs and deliverables prepared by consultants, implementation partners and other project stakeholders, ensuring consistency with project objectives and requirements.
  • Support the organization and delivery of meetings, workshops, consultations and knowledge-sharing.
  • Support coordination with government agencies, industry stakeholders, research institutions, consultants and other project partners to facilitate effective implementation of project activities. 
Procurement, tendering and consultant management 
  • Support preparation of Terms of Reference (ToRs), RFPs and procurement documents in line with GIZ rules, procedures and project requirements.
  • Support the tendering and consultant selection process, including pre-bid meetings, clarifications, evaluation, documentation and contracting.
  • Track contracts, deliverables, milestones and payment schedules and coordinate with finance and administration teams for timely processing of payments against verified outputs.
  • Support monitoring of contractual compliance and quality of deliverables in coordination with the project team.
  • Support development and tracking of project action plans and activity schedules in coordination with partners.
  • Contribute to preparation of project progress reports, annual reports, partner updates and other reporting requirements.
  • Support engagement with private-sector stakeholders, including fleet operators, logistics companies, OEMs, energy companies, financial institutions, technology providers and industry associations.
  • Assist in organizing meetings, consultations, workshops, field visits and stakeholder events, including preparation of presentations and meeting materials. 
Knowledge Management, Monitoring and Documentation
 
  • Maintain and regularly update project knowledge repositories, ensuring that key project documents, technical studies, presentations, datasets, meeting records and other relevant materials are systematically filed and easily accessible to the project team.
  • Maintain and periodically update stakeholder databases and engagement records, including key contacts, areas of engagement, discussions, commitments and follow-up actions.
  • Maintain project trackers and internal dashboards, including activity plans, deliverables, milestones, project indicators, stakeholder engagements and other agreed monitoring parameters, ensuring that information is updated regularly and accurately.
  • Maintain records of project and stakeholder engagements, including meeting notes, decisions, agreed actions, responsibilities and timelines, and follow up with relevant team members and stakeholders on pending actions.
  • Support systematic documentation of project learnings, good practices, case studies and lessons learned, particularly those emerging from implementation, stakeholder consultations and field activities.
  • Support preparation and updating of project knowledge products, including presentations, briefing materials, FAQs, factsheets, background documents and other internal or external communication materials.
  • Support the compilation and quality-checking of data and evidence required for project monitoring, reporting and indicator achievement, maintaining appropriate source references and documentation.
  • Contribute to cross-project knowledge sharing within the SUID cluster, including identification and dissemination of relevant experiences, tools, approaches and lessons from other transport projects. 
Other duties/additional tasks, if any:
  • The position holder performs other duties and tasks at the supervisor’s request related to the nature of the position.
E. Required Qualifications, Experience and Competencies 
  • Post Graduate degree in transport planning or any other degree with relevance for the position.
  • 1-2 years of experience working in Transport Sector/ Road Freight Sector.
  • Excellent analytical skills, and capacity to produce clear and concise reports.
  • Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
