Job Title: Programme officer – Communication and Knowledge Management

Location: To be based at Bhubaneswar with regular visits to districts (combination of remote work and in-person engagement at Bhubaneswar, Odisha, as required)

Full/Part time: Full Time

Duration of Contract: Until December 31, 2026 (Possibility of Contract Extension is subject to satisfactory performance and Availability of Funds)
Organizational Background

People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political, and non-governmental organization working for the development of Adivasi (indigenous), Dalit, fisherfolk, and other marginalized communities of Odisha and other states of India. PREM has longstanding experience across education, health, livelihoods, disaster management, and women’s empowerment. It actively engages in advocacy, capacity building, and service delivery to ensure sustainable and inclusive development. Over the years, PREM has established itself as a trusted partner in addressing issues of gender equality, women’s rights, and community resilience.

PREM has a longstanding partnership with the United Nations Population Fund (UNFPA) and supports implementation of several areas of work for UNFPA with the Government of Odisha, including women’s empowerment and strengthening Self-Help Groups (SHGs). This collaboration extends to the Department of Women & Child Development (WCD) and Mission Shakti, focusing on strengthening institutional mechanisms, expanding opportunities for women, and fostering innovative approaches to ensure women and girls have access to protection, resources, and platforms for leadership.

Scope of Work and Key Responsibilities
The Consultant will provide communication, documentation, knowledge management and coordination support to strengthen the implementation, visibility and learning from joint initiatives of UNFPA and PREM, particularly in collaboration with the Department of Mission Shakti, Department of Women & Child Development, Government of Odisha, and other relevant government departments and stakeholders.
The Consultant will support the programme in effectively communicating its objectives, documenting results and lessons, facilitating coordination among stakeholders, and developing knowledge and communication products that demonstrate the contribution and results of UNFPA-supported interventions.

A. Strategic Communication and Visibility
1. Develop and implement a programme communication and visibility plan aligned with the objectives, interventions and results of the UNFPA-supported programme.
2. Develop high-quality communication products, including briefs, fact sheets, brochures, FAQs, presentations, newsletters, digital content and other visibility materials, highlighting key programme interventions, achievements and results.
3. Develop communication materials that clearly articulate the programme interventions between UNFPA and PREM, while ensuring appropriate acknowledgement, branding and adherence to UNFPA communication and visibility requirements.
4. Support the development of evidence-based communication campaigns and messaging around key programme themes, particularly women’s empowerment, gender equality, prevention and response to gender-based violence, women's rights, access to services and social norms.
5. Translate programme evidence and technical content into simple, accessible and audience-specific communication materials for government counterparts, community stakeholders, SHG members and other identified audiences.

B. Documentation, Stories and Knowledge Products
6. Systematically document programme achievements, innovations, good practices, lessons learned and emerging results from UNFPA-supported interventions.
7. Develop case studies and human-interest stories demonstrating how programme interventions are contributing to changes in the lives of women and girls, including through SHGs, shelter homes and other programme platforms.
8. Support the documentation of experiences from Mission Shakti SHGs related to women's empowerment, rights, access to information and services, prevention of violence and gender-transformative practices.
9. Ensure that all documentation involving survivors of GBV or other vulnerable groups follows appropriate principles of confidentiality, informed consent, privacy, dignity and safeguarding.
10. Develop periodic programme briefs, learning notes, success stories and other knowledge products that can be used for programme review, advocacy, resource mobilisation and replication of promising approaches.

C. Coordination and Convergence
11. Support effective coordination between the various team members within PREM and externally with UNFPA and other stakeholders , ensuring timely follow-up of agreed actions.
12. Facilitate coordination and convergence among relevant stakeholders involved in interventions related to women's empowerment, GBV prevention and response, SHGs as relevant to the programme.
13. Co-ordinate with health department , Police , Mission Shakti and WCD in integrating communication strategies in the programmes rolled out in partnership with UNFPA

D. Capacity Building and Communication Skills
14. Assess communication and documentation capacity needs among relevant programme stakeholders and recommend practical capacity-building measures.
15. Develop and facilitate focused sessions for programme stakeholders on areas such as:
16. effective documentation of programme results and good practices;
17. developing case studies and human-interest stories;
18. communicating programme results and key messages;
19. responsible use of photographs, testimonials and digital content;
20. confidentiality, informed consent and safeguarding when documenting GBV survivors; and
21. use of communication tools for community and stakeholder engagement.
22. Support programme partners and field teams to strengthen their capacity to capture, document and communicate programme results in a consistent and quality-assured manner.

E. Programme Monitoring and Support
23. Provide communication and coordination support for selected programme interventions,
24. Support documentation and communication related to the roll-out of interventions with Mission Shakti SHGs, including initiatives related to women's rights, empowerment, health and wellbeing, prevention of violence and access to support services.
25. Participate in selected field visits to understand programme implementation, document emerging results and identify issues requiring follow-up or communication support.
26. Contribute to periodic programme reviews by bringing together relevant documentation, evidence, stakeholder feedback and lessons from implementation.

F. Reporting and Knowledge Management
27. Maintain an organised and updated repository of programme communication materials, photographs, case studies, reports, presentations, meeting records and other relevant documentation, in accordance with UNFPA requirements.
28. Prepare monthly/quarterly updates and other reports on communication, coordination, documentation and knowledge-management activities, as required.
29. Ensure that key programme outputs and learning are systematically captured and made available for programme review, advocacy, visibility and future programming.
G. Other Responsibilities
30. Undertake any other communication, documentation, coordination or programme-support responsibilities relevant to the UNFPA–PREM programme, as mutually agreed with UNFPA and in line with emerging programme priorities

Qualifications and Experience

Education:
Master’s degree in Mass Communication

Experience:
1. Minimum 1- 2 years of work experience with development agencies or organisations in programme support, communications, coordination in development programmes
2. Demonstrated skills in documentation, communication, and knowledge management.
3. Having experience of working in a UN supported project or government programmes

Desirable
1. Education qualification in English literature will be an advantage
2. Managing human resources and engaging with consultants will be an added advantage
3. Work experience of multiple programme interventions is desirable

Languages:
• Very good knowledge of English and Hindi.

Monthly Honorarium
• A monthly consolidated Honorarium of INR 70,000 to 90,000 will be paid (subject to deduction of TDS as applicable) against invoice and certified Monthly Progress Report by the designated official. Salary will be based on the experience and remuneration history.
• Reimbursement of Travel, Accommodation & DSA for any Official travel (if required) will be made as per PREM’s travel policy against submission of claims and original invoices.

Reporting Line
The consultant will report to the President PREM, and work in close coordination with the State Head, UNFPA.
