Position: Senior Technical Officer-Public Health

An international non-governmental organization seeking highly motivated Senior Technical Officer at New Delhi.
We are seeking a highly motivated and experienced Senior Technical Officer-Public Health to provide technical support for strengthening disease surveillance and advancing the One Health approach to the prevention and control of zoonotic diseases in India. The position will work closely with the NCDC, government counterparts, and state-level stakeholders.
The SeniorTechnical Officer-Public Health will provide technical assistance for strengthening surveillance systems, enhancing multisectoral coordination, supporting outbreak preparedness and response, and implementing One Health and zoonoses-related interventions at national and state levels.
Roles and Responsibilities:
1. Providing technical assistance to government counterparts at National Centre for Disease Control.
2. Work closely with National Centre for Disease Control officials to develop, implement, monitor state specific project activities including development of roadmaps, work-plans, activities, reports etc.
3. Provide technical assistance to the state to conduct gap assessment of the existing disease surveillance system and develop plans for improving key indicators.
4. Develop, implement, monitor state specific program activities including development of roadmaps, work-plans, activities, reports etc.
5. Plan and facilitate the conduction of necessary training on IHIP, National Rabies Control Program, One Health and other related interventions in the intervention states.
6. Track implementation deliverables and proactively identify implementation challenges, risks, and delays, while supporting development of appropriate mitigation measures.
7. Develop operational guidelines, tools, checklists, learning resource packages and the other necessary resource materials for training and capacity building of health workers in the state on key aspects of public health surveillance, One Health/ Zoonosis.
8. Develop and write technical documents, such as Standard Operating Procedures (SOPs), guidelines and research material on strengthening disease surveillance and one health including Zoonotic diseases.
9. Provide technical assistance to the intervention states in outbreak preparedness and investigations, and analysis of surveillance data.
10. Perform other duties as assigned by the supervisor from time to time, for the smooth functioning of the project and for the achievement of project/ organizational goals
Required Qualifications & Experience:
• Postgraduate degree in Medicine, Public Health, Epidemiology, Health Systems, or a related field; MBBS/MD with public health experience will be preferred.
• 7–10 years of progressively responsible experience in public health programmes, disease surveillance, epidemiology, One Health, or health systems strengthening.
• Demonstrated experience in surveillance system strengthening, field epidemiology, outbreak response, or implementation of public health surveillance programmes.
• Experience working with government agencies, particularly the Ministry of Health & Family Welfare, State Health Departments, NCDC, or allied institutions.
• Familiarity with India's disease surveillance systems, including NOHP-PCZ, IDSP, IHIP, and One Health initiatives, is highly desirable.
• Experience in planning and conducting epidemiological studies, behavioural assessments, monitoring and evaluation, and data quality assurance.
• Strong analytical skills with experience in surveillance data interpretation and evidence-based decision-making.
Skills and Competencies:
• Excellent coordination, stakeholder engagement, communication, and report-writing skills.
• Demonstrated ability to manage multiple priorities, work independently, and collaborate effectively within multidisciplinary teams.
• Willingness to undertake frequent travel to project sites, including Kohima and Shillong, and other locations as required.
