CONTENT OF TERMS OF REFERENCE(TOR)
Title of Consultancy:
1. Background:
Madhya Pradesh has 72.6 million population (2011 Census) of which approximately 44% or estimated 31.9 million are under the age of 18 years. The sex ratio in Madhya Pradesh is 970 females against 1000 male, which is below the national average of 1020/1000 (NFHS-5). Schedule Tribe (ST) population comprises a substantial portion of its population at 21.09%, whereas 15.62% of its population belongs to Scheduled castes (SC). The ST and SC population invariably face multiple deprivations and marginalization. Socio-economic and gender disparities still elude majority of the vulnerable population/most deprived thus denying them access to inclusive social development as well as their entitlements and benefits, particularly flagship schemes. Madhya Pradesh is one of the top six states in India which has high incidence of child marriage. The State has 23% percent of child marriages with 26.6% in rural areas (NFHS-5) and over 5.1% of adolescent child bearing (NFHS-5). Madhya Pradesh also has a high incidence of violence against children and women Key deprivations for child protection in the state include:
- Children exposed to violence (include mental health)
- Children without parental care
- Children exposed to migration, child labour and exploitation
- Children exposed to harmful practices
- Children in conflict with law and deprived of freedom to exercise their rights
