CONTENT OF TERMS OF REFERENCE (TOR)
Background:
To implement the schemes / programmes, safeguarding the rights of women and children with focus on protection issues, the Department of Women and Child Development (DWCD) as the Nodal department along with other Allied departments like the Dept of Home, Education, Judiciary, the Dept of Panchayati Raj and the Dept of Labour need specified technical support.
Mission Vatsalya & Mission Shakti is drawn as a roadmap to achieve development and child protection priorities aligned with the Sustainable Development Goals (SDGs). It lays emphasis on child rights, advocacy and awareness along with strengthening of the Juvenile Justice care and Protection Systems with the motto to 'leave no child behind'. The Juvenile Justice (Care and Protection of Children) Act, 2015 provisions and the Protection of Children from Sexual Offences (POCSO), Act, 2012, form the basic framework for implementation of the Mission.
The vision is to secure a healthy and happy childhood for each and every child in India, ensuring opportunities to enable them to discover their full potential and assist them in flourishing in all respects, in a sustained manner.
At the state level and across divisions, the technical expertise will be deployed largely aimed at supporting on:
a. System strengthening
continuing its focus on Child Protection System building; from Response to Mitigation Services
b. Promotion of Family-based Alternative Care with focus on the Prevention Strategies
c. Support towards Adolescent development and engagement aimed at reducing the prevalence of child marriages
d. Creation of a comprehensive MIS to support periodic review, monitoring and evaluation with a thrust on informed planning
e. Advocacy to bring about strategic shift in programmatic approaches and interventions
