Gyan Seva Bharti Sansthan (GSBS) is a non-profit, voluntary development organization working since last 31 Years in Supaul and Darbhanga districts of Bihar for the socio-economic empowerment of marginalized and vulnerable communities. The organization is committed to promoting inclusive development through community-based interventions that improve access to education, health services, sustainable livelihoods, women empowerment, and social protection.

Since its inception, GSBS has been actively working in rural and underserved areas, which are highly flood affected to address issues affecting women, children, and disadvantaged households. The organization implements community-driven programs focusing on women empowerment, digital and financial literacy, child protection, health and nutrition, disaster resilience, and livelihood promotion. Through participatory approaches, GSBS mobilizes communities, strengthens local institutions, and builds the capacity of women and youth to become agents of positive change in their villages.

GSBS works closely with government departments, local self-governments, civil society organizations, and development partners to ensure effective implementation of development initiatives. The organization also promotes awareness and access to government welfare schemes, financial services, and digital technologies to enhance social inclusion and economic opportunities for rural populations.

With a strong field presence and experienced development professionals, GSBS strives to create sustainable and scalable models that contribute to improved quality of life, gender equality, and community resilience in rural Bihar.

Roles and Responsibilities of Financial & Entitlement Linkages (FEL) Coordinator

Name of the Post: Financial & Entitlement Linkages (FEL)

Number of Post: 01

Salary: Rs. 33,000/- Per Month

Project: Empowering Rural Women through Digital Financial Literacy and Financial Inclusion in Bihar

The Financial & Entitlement Linkages (FEL) Coordinator will be responsible for facilitating access of rural women to formal financial services and government welfare schemes. The coordinator will ensure that women, particularly those from marginalized and low-income households, are able to access banking services, digital financial tools, and their entitled social protection schemes.

1. Financial Inclusion Facilitation
• Support rural women in opening and actively using bank accounts under schemes such as Pradhan Mantri Jan Dhan Yojana and other government schemes.
• Promote the use of digital financial services including Unified Payments Interface (UPI), mobile banking, and ATM services.
• Facilitate women’s access to savings, credit, insurance, and pension products from banks and financial institutions.
• Work to achieve the output and outcomes as per result frame indicators.

2. Linkages with Government Entitlement Schemes
• Assist eligible women in accessing key social security and welfare schemes such as Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, and Pradhan Mantri Matru Vandana Yojana.
• Facilitate enrolment of women and families in social protection programs, insurance schemes, pensions, and livelihood schemes.
• Provide guidance to women on eligibility criteria, documentation, and application procedures.

3. Community Awareness and Mobilization
• Conduct awareness sessions and community meetings on financial rights, government schemes, and digital financial services.
• Mobilize rural women, Self-Help Groups (SHGs), and community members to participate in financial literacy and entitlement awareness programs.
• Promote responsible financial behaviour such as savings, budgeting, and safe digital transactions.

4. Capacity Building
• Organize training sessions for women on financial management, digital transactions, and accessing entitlements.
• Train community facilitators, SHG leaders, and volunteers on financial inclusion and government schemes.
• Develop simple and user-friendly IEC materials to explain financial services and welfare schemes.

5. Coordination with Institutions
• Liaise with banks, financial institutions, Common Service Centres (CSCs), and government departments to facilitate smooth service delivery.
• Coordinate with Panchayati Raj Institutions, SHG federations, and local authorities to strengthen outreach and support.
• Establish partnerships with stakeholders to enhance financial inclusion opportunities for women.

6. Monitoring and Documentation
• Track the progress as per result frame work
• Track the number of women linked to bank accounts, digital payment systems, insurance schemes, and other entitlements.
• Maintain records of applications, approvals, and benefits received by project beneficiaries.
• Monitor progress and address barriers faced by women in accessing financial and social protection services.

7. Reporting and Data Management
• Prepare monthly and quarterly progress reports on financial and entitlement linkages.
• Document case studies, success stories, and impact stories demonstrating improved financial empowerment of women.
• Maintain proper project data and support evaluation and learning processes.

8. Problem Resolution and Support
• Assist women in resolving issues related to bank accounts, digital payments, or benefit transfers.
• Support beneficiaries in addressing challenges related to documentation, KYC requirements, or delays in receiving entitlements.
