Position Description:
 
PopulationCouncil Consulting (PCC) is seeking a Project Management Executive – Program Operations to support contract management, project tracking, and operational coordination across projects. The role involves maintaining project and contract records, tracking deliverables and payment milestones, and ensuring timely reporting and compliance with client and organizational requirements. The incumbent will collaborate with internal teams and external stakeholders to support invoicing, deliverable submissions, and contract execution, while proactively monitoring project progress, identifying risks, and flagging deviations. This role requires strong analytical skills, attention to detail, and the ability to manage multiple priorities in a fast-paced consulting environment.
 
Key Responsibilities: 
  • Maintain and update project progress trackers, including activity wise breakdowns, deliverables status and payment milestones, for internal management and client reporting.
  • Maintain and update contract records on the company system upon award, working with the Finance Business Partner to obtain project and activity codes, and ensuring all relevant documents (contract, award letter, annexures) are organised in a central project repository.
  • Coordinate with clients and subcontractors on contract-related matters, , including timely submission of deliverables, progress reporting, invoicing, and expense statements for reimbursables.
  • Draft service contracts, in consultation with the Project Lead/ Principal Investigator, clearly defining scope, timelines, deliverables, and payment terms.
  • Set up and maintain a deliverables tracker for each project, capturing timelines, responsible persons, and linked payment milestones; flag any ambiguities or gaps to the Project Lead.
  • Review the contract terms, in partnership with the Business Development Manager/Executive, during proposal development and bidding stages to identify clauses and articles that would need to be negotiated at the time of award.
  • Track project deliverables and deadlines, against approved/updated work plans, and proactively flag delays or deviations to the Project Lead and escalate significant deviations to key organizational leaders for timely action.
  • Collaborate with internal teams, including Project Administrators and Finance, to ensure timely delivery of contractual obligations, client reporting, invoice submission, and payment tracking.
  • Support preparation of project documents, presentations, schedules, and coordination notes.
  • Lead the preparation and maintenance of key project management documents, including project trackers, risk registers, activity-wise breakdowns, coordination notes, and reporting schedules.
  • Ensure accuracy and completeness of all contract documentation and project records, maintaining compliance with organizational and client requirements.
  • Maintain organized, secure digital contract files with proper version control, including documentation of approvals and amendments.
  • Track contract milestones, renewals, amendments, and close-outs, ensuring timely action and proper documentation at each stage.
  • Coordinate with finance teams and Project Administrators to ensure accurate billing, invoicing, submission of expense statements for reimbursables, and payments as per agreed schedules.
  • Maintain a risk register, change logs and record scope creep for each project, monitor emerging risks and issues, coordinate corrective actions with the Project Lead, and ensure follow-ups are documented and closed in a timely manner. 
Qualifications & Experience:
  • Master’s degree in business administration, Management, or a related field, or a Bachelor's degree in a relevant field + PMP, CAPM, or Prince2 certification considered an added advantage.
  • 4–5 years of experience in client-facing project management, program operations, or coordination within consulting, advisory, or professional services firms
  • Experience in vendor management, including drafting and executing Statements of Work (SOWs)
  • Strong understanding of contract management and project coordination processes
  • Excellent communication, stakeholder management, and interpersonal skills
  • Proven ability to manage multiple tasks, timelines, and priorities effectively
  • Proficiency in MS Office (Excel, PowerPoint, Word) and familiarity with reporting tools (e.g., Power BI)
Skills:
  • Strong analytical and problem-solving abilities with high attention to detail
  • Excellent organizational and time management skills, with the ability to handle multiple priorities
  • Strong communication and stakeholder management skills
  • Ability to work collaboratively across cross-functional teams and diverse stakeholder groups
  • Familiarity with project management tools such as Microsoft Project, Asana, or Smartsheet is an added advantage
