Job Description: District Program Manager (DPM)
Position Title: District Program Manager
Location: Multiple locations across India including:
• Chhattisgarh: Sukma, Bastar, Dantewada
• Gujarat: The Dangs, Navsari, Valsad
• Jharkhand: Sahibganj, Pakur, Dumka
• Madhya Pradesh: Dhar, Khargone, Barwani
• Maharashtra: Nandurbar, Dhule, Nashik

• Telangana: Adilabad, Bhadradri Kothagudem

• Karnataka: Bidar, Raichur (Frequent field/block travel)
Reporting To: State Program Manager
Role Purpose
To lead and manage district-level implementation of TB screening, diagnostic, and treatment linkage activities, ensuring efficient execution of camp-based operations and strong coordination with government health systems at district and block level.
About Project
PSMRI is implementing the Project : “Life-Saving Facility and Community-Based Service Delivery Support” or “TB Mukt Janjati Abhiyan” in 10 States of India.
The purpose of this project is to implement integrated, community-driven TB interventions that effectively link individuals to health facility-based TB services. The primary goal is to demonstrate a reduction in TB incidence and mortality in the targeted states by:
•Enhancing community-level TB prevention, screening, and active case finding;
• Strengthening linkages between community and health facility TB services;
•Supporting treatment adherence and follow-up, especially for DS-TB and DR-TB;
Promoting local ownership and sustainability of TB elimination efforts
Key Responsibilities
1. District Planning & Implementation
• Develop comprehensive district micro-plans covering:
1. Village selection
2. Camp scheduling
3. Resource allocation
• Ensure prioritization of high-burden villages in consultation with block TB officials.
2. Operations Management
• Oversee end-to-end execution of:
1. Screening camps
2. Camp team deployment
3. Diagnostic services
• Ensure each team consistently achieves defined daily screening targets (100 individuals per team per day).
3. Team Supervision
• Supervise and provide guidance to:
1. Block Program Managers
2. Camp Coordinators
• Monitor field team performance and productivity.
• Ensure timely availability of manpower, equipment, and consumables for smooth operations.
4. Government Coordination
• Establish and maintain strong coordination with:
1. District TB Officer (DTO)
2. Senior Treatment Supervisor (STS) and Senior TB Laboratory Supervisor (STLS)
3. Block Medical Officers
• Ensure effective referral linkages, treatment initiation under NTEP, and seamless data synchronization with the Nikshay platform.
5. Monitoring & Reporting
• Track key performance indicators including:
1. Number of camps conducted
2. Screening coverage
3. Diagnostic yield
4. Treatment initiation rates
• Ensure timely submission of daily, weekly, and monthly reports to the state team.
• Support the M&E team in data validation and quality checks.
6. Logistics & Supply Chain
• Ensure availability, functionality, and optimal utilization of:
1. X-ray machines
2. TruNAAT devices
3. Consumables
• Coordinate equipment maintenance, repairs, and replacements to minimize downtime.
7. Financial Management
• Manage district-level budgets and track expenditure.
• Approve operational expenses in line with program guidelines.
• Monitor cost efficiency and optimize resource utilization across camps.
8. Quality & Compliance
• Ensure strict adherence to:
1. Biomedical waste management protocols
2. Screening and diagnostic guidelines
• Conduct regular field visits for supervision and quality assurance.
9. Issue Resolution & Risk Management
• Proactively identify and address operational challenges, including:
1. Equipment failures
2. Low community mobilization
3. Staff absenteeism
• Maintain buffer staffing and implement contingency plans to ensure continuity of operations.

• Achievement of district-level screening targets
• Camp efficiency (planned vs actual coverage)
• High referral-to-treatment conversion rate
• Minimal equipment downtime
• Timely and accurate reporting
Qualifications
• Graduate/Postgraduate in Public Health / Management / Social Sciences
• 5–8 years of experience in health program implementation
• Prior experience in district-level government coordination preferred
