Project Brief:
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported through the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India. Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 highburden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools. The project will deploy a large field workforce supported by strong monitoring and program management structures to ensure quality, speed, and accountability. The following role contributes to this effort by supporting community screening, diagnostics, coordination, monitoring, and linkage to TB treatment under the National TB Elimination Programme (NTEP).

Role Overview:
The Project Lead – TB will provide overall strategic, operational, and managerial leadership for the project at the national level. The role will be responsible for end-to-end project delivery, ensuring alignment with National TB Elimination Programme (NTEP) priorities, driving impact across geographies, and managing stakeholder relationships with ICMR, STC, CTD and other partners.

The Project Lead will oversee project performance, guide cross-functional teams, and ensure that the project achieves its objectives of early TB detection, improved linkage to care, and reduction in transmission through high-quality implementation of project strategies..

Role & Responsibilities:
1. Strategic Leadership & Program Direction
• Define the overall vision, strategy, and implementation roadmap for the Active Case Finding (ACF) project.
• Ensure alignment with National TB Elimination Programme (NTEP) priorities, national guidelines, and TB elimination goals.
• Provide strategic oversight to program design, innovations, and scale-up approaches.
• Ensure differentiated TB care approaches are integrated across project implementation.
• Drive strategic decision-making based on field realities, emerging challenges, and program priorities.

2. Project Implementation & Operations Management
• Ensure effective planning, rollout, and execution of ACF activities across states and districts.
• Monitor project performance against defined targets, milestones, and outcomes.
• Drive course correction and adaptive strategies based on data insights and implementation challenges.
• Ensure quality, consistency, and standardization of field operations across geographies.
• Ensure timely execution of project deliverables in line with organizational and donor expectations.

3. Team Leadership & Cross-functional Coordination
• Lead and manage a multidisciplinary team including Senior Program Specialists, RMLE, Surveillance teams, and field staff.
• Foster strong coordination between technical, monitoring & evaluation, surveillance, and implementation teams.
• Build and nurture a high-performance, accountable, and data-driven team culture.
• Provide mentorship, strategic guidance, and leadership support to senior team members.

4. Stakeholder Engagement & Partnerships
• Serve as the primary interface with the Central TB Division (CTD), State TB Cells (STCs), ICMR, and other key government stakeholders.
• Build and sustain partnerships with development partners, research institutions, and private sector entities.
• Represent the project in national forums, technical working groups, review meetings, and stakeholder consultations.
• Facilitate convergence with other health programs and community-based platforms.

5. Monitoring, Evaluation & Data-driven Decision Making
• Ensure robust use of data, analytics, dashboards, and digital systems for project monitoring and strategic decision-making.
• Review insights generated by RMLE and Surveillance teams to guide programmatic actions and interventions.
• Drive accountability mechanisms at national, state, and district levels.
• Ensure integration of monitoring, evaluation, and learning (MEL) frameworks into project implementation and program design.

6. Innovation, Technology & Systems Strengthening
• Provide strategic direction for identification, deployment, and scale-up of new tools, diagnostics, and digital technologies.
• Oversee partnerships with research institutions and private sector organizations for piloting innovative approaches.
• Ensure scalability, sustainability, and institutionalization of successful innovations and best practices.

7. Additional Responsibilities
• Undertake any other responsibilities or specific tasks assigned by the organization, as required.

Essential Experience & Skills:
• Minimum 18-20 years of experience in public health programs with significant focus on TB
• Extensive experience working at the national level with Government of India systems, particularly Central TB Division, National Health Mission, with demonstrated ability to influence policy and program direction
• Proven track record of leading large, multi-state or national-level programs, including end-to-end ownership of design, implementation, scale-up, and performance outcomes
• Strong experience in strategic planning, program leadership, and execution at scale, with ability to translate national priorities into actionable implementation frameworks
• Demonstrated leadership in stakeholder management, including engagement with senior government officials, donors, development partners, and private sector stakeholders
• Experience in managing donor-funded programs, including oversight of deliverables, reporting, compliance, and donor engagement
• Deep understanding of TB epidemiology, NTEP strategies, and operational challenges, with hands-on exposure to key program components such as:
o Active Case Finding (ACF)
o TB Preventive Therapy (TPT)
o Diagnostics (X-ray, NAAT)
• Strong experience in leading and managing large, multidisciplinary teams, including senior technical experts, program managers, and field teams
• Demonstrated ability to drive data-driven decision-making at scale, including use of RMLE/M&E systems, dashboards, and performance reviews to guide strategy
• Experience in designing and institutionalizing performance management systems, including KPIs, review mechanisms, and accountability frameworks
• Exposure to and strategic oversight of digital health tools and innovations, including scaling technology-enabled interventions
• Strong program governance and risk management skills, with ability to ensure quality, efficiency, and compliance across geographies
• Excellent communication, negotiation, and influencing skills, with ability to represent the program at national forums and high-level platforms
• Proven ability to build partnerships and foster convergence across government departments, research institutions, and development partners
• Strong problem-solving and decision-making skills, especially in complex, dynamic program environments
• Ability to manage competing priorities, lead in high-pressure environments, and ensure timely delivery of outcomes
• Demonstrated leadership in capacity building, mentoring, and team development to build sustainable program ecosystems
• Excellent documentation and reporting skills, including oversight of high-quality strategic reports, policy briefs, and knowledge products
• Fluency in English and Hindi (reading, writing, and speaking) is essential; knowledge of additional Indian languages is an advantage

Desirable Experience:
• Proven experience in working with tribal communities or in rural/underserved areas, with a particular focus on youth or students.
• Experience working with multi-stakeholder groups, including government agencies, NGOs, and local community leaders.
