Brief About Foundation for MSME Clusters
Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.
Role Overview:
The Manager/ Sr Manager will play a critical role in co-creating and consolidating cluster-level interventions under Phase 1 of the Cluster Collective Program (CCP). The Manager/ Sr Manager act as the primary on-ground convener for the assigned cluster, facilitating stakeholder engagement, supporting diagnostics, and contributing to the development of a cluster-level roadmap. The Manager/ Sr Manager will ensure measurable social, environmental, and circularity outcomes while progressively enabling local ownership and institutionalization.
Key Responsibilities:
1. Local Convening & Stakeholder Engagement:
• Serve as the primary on-ground convener for the assigned cluster and act as the main point of contact for all stakeholder groups, including MSMEs, recyclers, aggregators, municipal bodies, industry associations, community organizations, informal worker groups, and women-led enterprises.
• Organize bilateral and multistakeholder meetings, consultations, and workshops with industry actors, government bodies, municipalities, and community organizations to build consensus on priority interventions and roles of different actors.
• Facilitate early dialogue with municipalities and local institutions to explore long-term ownership and policy alignment.
• Represent the Program in local and regional meetings, conferences, workshops, and external forums.
2. Cluster Diagnostics & Baseline Support:
• Support consultants in stakeholder mapping, including MSMEs, recyclers, aggregators, municipal bodies, SHGs, and women-led enterprises.
• Assist consultants in assessing material flows (pre- and post-consumer textile waste), infrastructure readiness, and technology gaps.
• Identify social dynamics and gaps, including informal workers and gender participation.
• Document the policy and regulatory environment relevant to waste management, circularity, working conditions, and worker safety.
3. Development of Cluster Plans:
• Co-create cluster-level implementation plans with FMC.
• Support the development of governance structures and partnership frameworks at the cluster level.
• Develop a roadmap for interventions at the cluster level, including innovation pilots and social inclusion strategies.
• Collaborate with municipal corporations and urban local bodies to operationalize access to post-consumer textile waste, including household and community-level collection mechanisms.
• Facilitate cluster-industry linkages for waste recovery and recycling.
4. Knowledge Products & Tools Development:
• Support the development of cluster playbooks, traceability concepts, and learning products.
• Provide inputs for Monitoring, Evaluation & Learning (MEL) and Measurement, Reporting, and Verification (MRV) frameworks.
• Contribute to data systems for baseline and progress tracking.
Key Deliverables:
Local Convening & Representation:
• Organize monthly cadence meetings with FMC & External stakeholders/ agencies
• Facilitate quarterly learning meetings for cross-sharing with other clusters.
• Represent the cluster in discussions with FMC & External stakeholders like, agencies, consultants, NGO and partner network, ensuring local realities and priorities are accurately reflected in program design.
Documentation & Reporting:
• Provide summaries of discussions with industry actors, government bodies, municipalities, and community organizations.
• Develop a cluster playbook detailing best practices and operational guidelines.
• Submit inputs for MEL and MRV frameworks.
• Report KPIs using Secretariat-recommended templates or online applications.
Implementation Roadmap Development:
• Co-create a cluster-specific roadmap, including priority interventions for waste recovery, recycling, and circular practices.
• Develop governance structures and partnership frameworks at the cluster level.
• Design innovation pilots and social inclusion strategies (e.g., women-led enterprises, informal sector integration).
• Establish timelines and milestones for short, medium, and long-term interventions.
Qualifications & Expertise
Candidate should have Post Graduate degree/Diploma in Management/ Social Science/ Engineering & Equivalent with extensive experience of leading big projects of similar size and in similar sector with at least 10 years of experience in MSME development, well exposed to development models and having good training and capacity building, project management &
Monitoring & Evaluation skills
• Preferably having exposure in Textiles Design/Textile Technology/ Proven experience in textile waste management, circularity, or value-chain development.
• Open to Travel
• Demonstrated experience in large program management and deployment of financial access programs. At least 7-10 years of managing Projects more than 5 crores value and multiple client/ partners.
• Track record of working with informal workers, cooperatives, women-led enterprises, and addressing social issues.
• Experience in implementing projects with government and private sector partners.
• Familiarity with the local context and ability to operate in Punjab.
