Role Overview:
Advancing the Comprehensive Primary Health Care (CPHC) platform in Bihar remains a key priority for the Foundation. Over the past three years, strategic investments have enabled the establishment of a functional network of Health and Wellness Centers (HWCs), bringing essential primary care services closer to communities. Building on this progress, the collaboration now seeks to further strengthen the execution capacity of state and district health officials with catalytic support from the Bihar Technical Support Unit (BTSU) and Jhpiego teams. Aligned with the state’s Health Systems Strengthening , the initiative focuses on supporting the rollout and management of HWCs, strengthening infrastructure and the training ecosystem for Community Health Officers (CHOs), enhancing digital linkages, activating and monitoring RMNCHA+N services, and leveraging state-owned data systems for improved governance and public health planning in alignment with the Foundation’s broader technical assistance strategy in Bihar.
Role & Responsibilities:
• Co-design of large-scale initiatives aligned with organizational and government priorities.
• Develop annual work plans, roadmaps, and implementation strategies for internal team.
• Drive policy advocacy by engaging with senior government officials at state level.
• Provide technical inputs for policy, guidelines, and program frameworks
• Oversee end-to-end program execution, ensuring quality, timelines, and outcomes
• Establish and strengthen monitoring, review, and accountability mechanisms
• Use data for decision-making, including analysis of program and survey data (e.g., HMIS, AAM Portal, NCD Portal etc.)
• Facilitate regular program reviews and guide course correction based on insights
• Build and manage strong stakeholder relationships across government, partners, and internal teams.
• Ensure inter-departmental coordination and convergence withing SHS to drive CPHC priorities.
• Collaborate with other internal teams to synchronize priorities and drive common goals.
• Positively influence high-level meetings, workshops, and review forums with strong facilitation skills
• Mentor and guide program teams, fostering a high-performance and collaborative culture
• Support capacity building of government and program staff
• Ensure timely reporting, documentation, and communication of program progress
• Represent the organization in external forums, consultations, and strategic discussions.
Essential Experience:
• 12-15 years of experience in large scale program management, Government stakeholders and partners management and driving system led initiatives.
Essential Skills:
• Proven ability to collaborate with government agencies and stakeholders.
• Strong expertise in program implementation, budgeting, and milestone tracking.
• Excellent leadership, problem-solving, and decision-making abilities.
• Strong understanding of government health policies and programs in India, especially in Bihar.
• Ability to work in low-resource settings and travel frequently to field locations.
• Proficiency in Hindi and English; knowledge of regional languages is a plus.
• Collaboration with multiple internal/external stakeholders (individual and teams)
• Experience working in dynamic work environments with substantive dose of ambiguity
