Background (EpiC Project)
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS) with a period of performance from April 15, 2019, to December 30, 2027. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.
Globally EpiC provides technical support and direct service delivery to improve outcomes in HIV, global health security, outbreak preparedness and response, malaria, nutrition, and maternal, newborn and child health.The project strengthens health systems including data systems, human resources for health and building capacity of governments and civil society for service delivery. Under HIV, EpiC supports to achieve and maintain epidemic control through strategic technical assistance to improve HIV case finding, care, and treatment programming across 35 countries supported by PEPFAR.
EpiC in India supports the National AIDS Control Program in enhancing youth engagement, private sector engagement and digital/AI driven innovations, and prioritizes work in the PEPFAR priority state of Maharashtra to fast track the achievement of 95-95-99 goals.
In view of the intensified efforts under Mobilization for AIDS Suraksha (MAS), focused prevention and case strengthening interventions are being scaled up in 22 priority districts of Maharashtra. Intensified case finding approaches include strengthening index testing, expansion of community-based screening (CBS), identification of unreached high-risk populations and hotspots including virtual interventions, and operational support for Mobilization for AIDS Suraksha (MAS).
Job Description
FHI 360 is seeking applications from experienced and qualified persons for a full-time staff position of Technical Specialist-Prevention to be based in Mumbai / Thane to provide strategic, technical, and implementation support for the rapid and intensified HIV case finding interventions to be implemented in coordination with Maharashtra State AIDS Control Society (MSACS), district teams, and partner organizations.
HIV Prevention and Case Finding
- Support implementation of HIV prevention and case strengthening activities across priority districts.
- Strengthen Index Testing at integrated counselling and testing centres (CTCs) and high-load anti-retroviral (ART) centres.
- Facilitate Community-Based Screening (CBS) camps and hotspot mapping.
- Support typology-specific interventions including flexi-time approaches for at-risk populations
- Develop district-specific micro plans and monitor testing outcomes
Virtual Interventions
- Support virtual outreach for HIV prevention and testing through digital platforms, WhatsApp, QR-code-based risk assessment, and online counselling.
- Coordinate digital demand-generation activities for testing and linkage to care.
- Track outreach and conversion metrics.
Mobilization for AIDS Suraksha (MAS)
- Provide technical support for planning and implementation of MAS activities.
- Coordinate with district teams and field staff for community mobilization and testing promotion.
- Support integration of MAS with Index Testing, hotspot outreach, and CBS activities.
- Assist in monitoring, reporting, and supportive supervision of MAS interventions
Provider Initiated Testing and Counselling (PITC) Strengthening
- Support strengthening of PITC services at facility level.
- Improve screening and referral mechanisms for HIV testing.
- Monitor PITC uptake, positivity trends, and linkage to care outcomes.
- Support follow-up and reporting of priority facilities.
Capacity Building & Monitoring
- Conduct trainings and mentoring for counsellors, outreach workers and district teams.
- Support data review, reporting, documentation, and supportive supervision visits.
Qualifications and Experience
- Master’s degree in public health / social work or related field.
- 10+ years’ experience in HIV/AIDS prevention or public health programs.
- Experience in targeted interventions, CBS, digital outreach, and government coordination is preferred.
- In-depth technical knowledge and experience of the NACP and the gaps and challenges in meeting the 95:95:99 goals in Maharashtra.
- Experience working collaboratively with government institutions (NACO/SACS), INGOs, and multilateral organizations.
- Highly proficient with MS Project, and the Microsoft Word, Excel, PowerPoint, Outlook.
- Excellent oral and written communication skills in English.
- Demonstrated analytical and problem-solving skills.
