Capacity Building and Technical Support for Early Childhood Education (ECE)
1. Background
Language and Learning Foundation (LLF) is implementing a Demonstration Program in Uttar Pradesh with a focus on strengthening Balvatika-3 classrooms (children aged 5–6 years) as part of the Foundational Literacy and Numeracy (FLN) continuum. The program aims to enhance school readiness and strengthen early learning environments through improved teacher capacity, instructional practices, and academic support systems.
The current implementation phase covers districts in Uttar Pradesh and seeks to build the internal capacity of LLF teams to effectively design, support, monitor, and scale high-quality Early Childhood Education (ECE) interventions. LLF invites proposals from qualified organizations with demonstrated expertise in Early Childhood Education, capacity building, and system strengthening to support this initiative.
2. Objective of the Assignment
The purpose of this engagement is to strengthen the conceptual, pedagogical, and practical understanding of Early Childhood Education among LLF teams and support the development of robust ECE program approaches.
Specifically, the selected agency will be expected to:
- Develop a shared understanding of ECE concepts, principles, and pedagogical approaches.
- Build the capacity of designated LLF team members in ECE content and classroom practices.
- Enable the application of ECE principles to program design, implementation, and academic support systems.
- Provide technical inputs to support the design and refinement of LLF’s ECE intervention model.
- Review and provide feedback on ECE-related materials, curriculum resources, and implementation approaches.
3. Scope of Work
The selected agency will be expected to design and deliver a comprehensive capacity-building and technical support package comprising the following components:
A. Introductory ECE Capacity Building Workshop
A residential workshop for LLF team members focused on:
- Foundations and theories of Early Childhood Education
- Developmentally appropriate practices for children aged 5–6 years
- Characteristics of quality ECE programs
- Child development and learning principles
- Classroom processes and pedagogical approaches
- Illustrative examples from field implementation
Expected Duration: Approximately 5 days
B. Intensive Practice-Based ECE Training
A structured hands-on training program for a selected cohort of LLF team members.
Key areas may include:
- Designing and organizing learning environments
- Play-based pedagogy
- Language and literacy development
- Early numeracy development
- Socio-emotional learning
- Motor development
- Inclusive classroom practices
- Observation and assessment of children’s learning
- Documentation and reflective practice
- Integrated and thematic learning approaches
- Classroom demonstrations and supervised practice opportunities
Expected Duration: Approximately 15–20 days
C. Consolidation and Application Workshop
A follow-up workshop designed to:
- Consolidate learning from the intensive training
- Reflect on field application experiences
- Strengthen practical implementation planning
- Support adaptation of ECE principles within LLF program contexts
Expected Duration: Approximately 5 days
D. Technical Advisory Support
The selected agency will also be expected to:
- Participate in program design discussions.
- Review and provide feedback on ECE materials and curriculum resources.
- Support contextualization of ECE approaches for government school settings.
- Participate in field visits, as required.
- Provide technical recommendations and written reports following key engagements.
4. Deliverables
The selected agency shall provide:
- Detailed workshop design and agenda for each engagement.
- Training materials, participant resources, and facilitation guides.
- Facilitation of all agreed workshops and training programs.
- Workshop completion reports with key observations and recommendations.
- Technical review notes on materials and curriculum resources shared by LLF.
- Written recommendations arising from program design discussions and field visits.
- Final engagement summary report.
5. Eligibility Criteria
Interested organizations should demonstrate:
- Minimum 5 years of experience in Early Childhood Education and/or ECCE.
- Proven experience in capacity building of educators, academic teams, or system-level stakeholders.
- Experience working with government education systems and large-scale education programs.
- Availability of qualified resource persons with expertise in ECE pedagogy and practice.
- Demonstrated experience in designing and facilitating experiential learning programs.
- Experience working across multiple states or diverse educational contexts will be preferred.
6. Proposal Submission Requirements
Interested agencies are requested to submit:
A. Technical Proposal
Including:
- Organizational profile
- Relevant experience and case studies
- Understanding of the assignment
- Proposed methodology and approach
- Proposed work plan and timelines
- Team composition and resource person profiles
- References from similar assignments
B. Financial Proposal
To be submitted as a separate document. The financial proposal should clearly indicate all costs associated with the assignment, including professional fees, travel, accommodation, logistics, materials, and any applicable taxes.
7. Evaluation Criteria
Proposals will be evaluated based on:
- Relevant organizational experience
- Technical understanding of ECE and capacity building
- Quality and feasibility of proposed approach
- Qualifications and experience of proposed team members
- Past performance on similar assignments
- Financial competitiveness
LLF reserves the right to accept or reject any proposal without assigning any reason.
8. Submission Details
Interested agencies may submit their Technical Proposal and Financial Proposal as separate documents via email.
