Partnering Hope Into Action Foundation (PHIA) is a Charitable Trust registered in Delhi in 2005. It works across multiple geographies on addressing issues which act as barriers for communities to thrive. PHIA’s focus has been on the disadvantaged and vulnerable communities who are left behind in the development interventions.
PHIA works in partnership with multiple stakeholders, including government, private sector, philanthropy institutions, civil society organisations, academic institutions and community-based organisations, with this focus. ABOUT THE ROLE
PHIA Foundation is looking forward to recruiting a seasoned finance professional for this post who can take up the leadership role for the finance function and the team. The incumbent is also expected to contribute to the overall organisation development, strategic decision-making and legal compliance of the organisation. The position will report to the Executive Director - PHIA Foundation and will be based in its Delhi office.
KEY RESPONSIBILITIES
- To provide strategic and operational leadership in finance and accounts functions, along with managing the finance team and strengthening internal systems, processes and financial control.
- To lead the donor engagement processes on financial aspects, along with the state team members and in coordination with the Programme Teams.
- To ensure donor compliance and reporting requirements. This includes timely submission of fund requests, utilization statements and audit reports.
- To take up the responsibility for financial planning, budgeting, reporting to the Governing Board and responding to statutory requirements.
- To guide the programme team on issues related to financial, legal, statutory and policy compliance.
- To undertake field visits at PHIA’s programme intervention areas and other State offices for project monitoring and guidance to field staff.
- In case projects are implemented with other CSO partners
- to get due diligence of the new partner organisation successfully carried out
- to prepare budget allocation to other implementing partners in accordance with the activities undertaken by them and in line with the main donor agreement
- to prepare grant agreements between PHIA Foundation and the implementing partners in line with the main donor agreements
- to ensure timely disbursement of funds to the implementing partners and to get statements of utilisation from them.
- to ensure financial monitoring of the implementing CSO partners – through desk review and field visits
- to ensure the audit of grants disbursed and utilised
- to ensure that the balances are settled with the grantees at the end of each project
- To monitor budget utilisation and prepare monthly/ quarterly analysis of the fund status of PHIA as required
- To maintain all subsidiary records of PHIA Foundation, including grant agreements, CSO documents, assets registers, HR related documents, procurement-related documents, etc.
- To issue contracts to consultants and agencies and ensure that deliverables are met before making any payments under the contracts
- To stimulate the flow of funds for operational and programme purposes from the head office to various state offices and CSO partners
- To ensure budgetary, legal & statutory compliances with respect to audits, Income Tax, FCRA, GST, TDS, EPF, ESI, Professional Taxes, etc.
- To ensure timely payment of Invoices raised at National and State offices and coordinate with State teams for the same.
- To ensure compliance in relation to finance, HR, procurement and other policies of PHIA Foundation.
- To coordinate and ensure that PHIA’s annual statutory audit, Internal audit, and grant audits are completed with closure of all queries on a timely basis.
- To ensure that there are systems in place for the upkeep of administrative and financial files and records as per agreed procedures.
- Lead the capacity building of the team and CSO partners as and when required on the financial governance.
- Undertake review of the policies of the government from time to time and work towards making necessary alignments of the organisational policies if applicable.
- Prepare a compliance and Risk matrix and review the same time to time and present it to the Executive Committee and the Board.
- Any other task assigned by the line manager
ESSENTIAL QUALIFICATIONS AND REQUIREMENTS
- A Chartered Accountant/ post-graduate degree holder in Commerce or Financial Management, with substantial knowledge and experience (at least 10-12 years) of independently managing and leading the finance function of a large non-profit organisation.
- Excellent knowledge of Tally ERP 9 / Tally Prime / ERP systems/ Zoho Finance and advanced knowledge of MS Excel, Power BI are essential
- Previous experience and knowledge of fund-based accounting and statutory laws governing the NGOs, including an updated and in-depth understanding of Income Tax, FCRA, GST, PF, ESI, Local laws applicable in different states and their provisions and compliances.
- Excellent inter-personal skills and strong communication in Hindi and English (verbal and written) are essential.
- Self-initiator with the comfort of being part of heterogeneous teams and an equality-based work environment.
- Willingness to travel to project locations,15%-20% of the time is allocated for travelling to project areas and PHIA’s other State offices.
