Construction of WASH infrastructure in different districts of Karnataka State
About WaterAid India (WAI) registered as JSCF:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under session 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene – enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good.
WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country. WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that Anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Nature of construction work:
- Construction (New/retrofitting) of Water conservation structures such as
- Pond restoration: - Desilting, strengthening of bund, clearance and restoration of inlet and outlet, clearing of desilted soil. Etc.
- Check dams: - Construction of check dam across the channel. Construction of head wall, Apron, side wall, Wing wall. Head wall extension, gates etc.
- Recharge wells – Borewell with perforation and conventional filters to recharge storm water or rainwater.
- Restoration of dug wells (for recharging) - clearing debris, repairing the physical lining, and disinfecting the water. To execute a safe and proper restoration, dewater the well, inspect and scrub the inner walls, deepen or re-line
- Rainwater harvesting – Roof connected to the storage tank after filtration and use for the drinking water other purposes
- Construction of toilet facilities (New/retrofitting) (School, Anganwadi, Slum community, rural community/Household level): - Individual toilet and toilet block for Schools and Anganwadi.
- Construction of drinking water facilities (New/retrofitting) (School, Anganwadi) / Piped water supply (Slum community, rural community)
- Construction of hygiene facilities such as (Handwashing station) in Schools, Anganwadi’s etc.)
- Construction of household level/community level greywater management units: - Greywater management units are systems designed to collect, treat, and recycle domestic wastewater from non-toilet sources like sinks, showers, and washing machines.
Jal Seva Charitable Foundation (JSCF) - Karnataka is looking to empanelment of vendors/ service providers for the above-mentioned construction activities., for which the following details are given below:
Scope of Work:
This EOI is applicable to organization/ companies who have the skills and expertise in the following
- Who are registered for civil construction works?
- Those having the registration and permits to conduct the civil work at difference districts of Karnataka or have PAN India registration will be an added advantage.
- Have skilled and professional team of site engineers, Contractors, Supervisors etc.
The bidder must be able to Covers and execute the activities of:
- Drawings & BOQ (Bill of Quantities)
- Understand Structural Design & Technical specifications.
- Support with the Local authority approvals
- Assist & participate in the community meeting as part of construction planning as required.
- Environmental clearance if required.
- Available to attend meetings when scheduled, before execution of work to understand the geographical area/requirement, BOQ and specification.
Deliverables
- The work to be completed as per the timeline given for the receptivity activity.
- Must be able to forecast and update the JSCF team of any challenges in the site or weather conditions and share corrective alternative to close the work on time.
- The work report must be submitted as per the schedule.
- The final completion report must be submitted duly signed by the community head/panchayat

A. Technical
- Company/Vendor Profile – Vendors/contractors should have company original letterhead
- Details of Similar Project Experience (preferably with NGOs)
- Reference of Three NGOs that you have worked with.
- Copies of Past recent Work Orders
- Work Completion Certificates in the recent of 3 organization.
B. Financial
- Audited Balance Sheets (Last 3 Financial Years)
- Profit & Loss Statements (Last 3 Financial Years)
- Income Tax Returns (Last 3 Financial Years)
- Company Registration copy.
- GST Registration Certificate and GST Returns (Latest 6 Months)
- Company PAN and MSME certificate
Clauses
- Validity period of empanelment of vendor will be 2026-27 (31st March 2027) (JSCF has the right to fix the validity period of empanelled vendors)
- JSCF's right to accept or reject any vendor, without providing any reason.
- Technical and financial evaluation criteria and the final selection decision shall solely rest with JSCF.
The organization / company failing to follow the above guideline shall not be considered. Only the short-listed bidders shall be contacted.
