About Project: SAATHII is implementing a project to strengthen the integration of Tuberculosis (TB) screening, diagnosis, treatment, and care within maternal health services for pregnant and postpartum women across selected districts in West Bengal, Odisha, Manipur, and Haryana. The project seeks to address the persistent gap in TB detection and treatment among this vulnerable population by embedding comprehensive TB services within existing antenatal and postnatal care platforms. Working closely with the Central TB Division, National Health Mission, State TB Divisions, district health authorities, frontline health workers, and private healthcare providers, the initiative aims to strengthen systematic screening, referral mechanisms, treatment initiation, and continuity of care. Through the implementation and documentation of practical, scalable, and sustainable service delivery models, the project will generate evidence and best practices to support wider adoption and institutionalization of integrated TB–maternal health services within government health systems.
Qualifications and skills:
1. Master's degree or equivalent in Demography, Sociology, Public Health, Social Sciences, or a related field with strong programme management and stakeholder management skills. Candidates with a bachelor's degree and exceptional relevant experience may also be considered.
2. Minimum three years of progressively responsible experience in Programme Management, stakeholder management, data management, or research within the health and development sector, preferably at the state programme level.
3. Ability to design, launch, and scale health interventions across diverse state populations.
4. Prior experience in the implementation, management, or monitoring of vector-borne disease control programmes, including malaria and dengue control initiatives, will be highly desirable
5. Skills in setting metrics, monitoring field operations, and delivering initiatives on time.
6. Capacity to oversee budgets, allocate fair resources, and manage technical teams or field staff.
7. Understanding state health priorities, regulations, and how to advocate for evidence-based health policies.
8. Fostering sustainable relationships with state and district-level government health departments.
9. Maintaining operations and guiding teams effectively during health emergencies.
10. Knowledge of and experience working with Tuberculosis (TB) programmes, Nikshay, maternal and child health programmes, or other public health initiatives will be highly desirable.
11. Proficiency in computer applications, including MS Office Suite, advanced Microsoft Excel, internet-based platforms, and data management tools.
12. Excellent oral and written communication skills in English. Working knowledge of Hindi and proficiency in one or more project-state languages (Odia or Haryanvi) will be considered an added advantage.
13. Knowledge of qualitative research methodologies, process evaluations, operational research, and mixed-methods approaches will be an added advantage.
14. Strong organizational, interpersonal, and team management skills, with the ability to effectively coordinate and support multidisciplinary and multicultural teams across multiple states.
15. Ability to work independently as well as collaboratively in a complex, dynamic, and multicultural environment.
16. Willingness and ability to undertake extensive travel across project states to support programme implementation, monitoring, capacity building, and quality assurance activities.
Roles and Responsibilities
1. Lead the strategic planning and implementation of the Maternal TB Project in the state, ensuring alignment with project objectives, National TB Elimination Programme (NTEP) priorities, and Maternal Health initiatives.
2. Develop state-specific implementation and scale-up strategies to strengthen maternal TB screening, diagnosis, treatment, TB Preventive Treatment (TPT), referral, and follow-up services in project districts.
3. Establish and maintain effective coordination with the State TB Cell, Maternal Health Division, NHM, district health authorities, FOGSI, professional bodies, private healthcare providers, and other key stakeholders.
4. Provide technical leadership for integration of maternal TB screening and care within existing maternal health service delivery platforms and systems.
5. Lead advocacy efforts with government stakeholders to promote institutionalization and scale-up of evidence-based maternal TB interventions, tools, and protocols.
6. Analyze programmatic and health system data to identify service delivery gaps, implementation bottlenecks, and opportunities for strengthening maternal TB services, and translate findings into actionable recommendations.
7. Guide district teams in the implementation of project activities and ensure timely achievement of project milestones, outputs, and outcomes.
8. Facilitate the adoption and operationalization of standard protocols, tools, reporting formats, and quality assurance mechanisms across project districts.
9. Lead capacity-strengthening initiatives for healthcare providers and frontline workers to improve knowledge, skills, and practices related to maternal TB screening, diagnosis, treatment, and referral.
10. Oversee monitoring, supportive supervision, and performance review processes to ensure quality implementation and continuous improvement of project interventions.
11. Promote convergence between TB, maternal health, vector-borne diseases such as malaria or dengue, and other relevant health programs to strengthen service delivery and optimize resource utilization.
12. Support identification and leveraging of government resources, including NHM Program Implementation Plan (PIP) provisions, to enhance sustainability and scale-up of project interventions.
13. Ensure timely preparation and submission of high-quality program reports, technical updates, presentations, briefs, case studies, and documentation for government and donor stakeholders.
14. Represent the project at state, district, and national forums, consultations, technical working groups, and review meetings.
15. Facilitate knowledge sharing, documentation of best practices, and dissemination of lessons learned to inform policy and program improvements.
16. Ensure effective coordination with project leadership, technical experts, monitoring and evaluation teams, and administrative and finance units for smooth implementation of project activities.
17. Undertake any other responsibilities assigned by the organization to support achievement of project goals and contribute to strengthening maternal TB care within the state health system.
Remuneration: Salary will be commensurate with skills, qualifications, years of experience, and current pay scale.
