Dwarka Women Child Care Society, Vidisha invites applications from qualified, committed, and motivated candidates for the position of **Counsellor** under its **Targeted Intervention (TI) Programme / HIV Prevention Project**.

# **Salary & Benefits**

* **Monthly Salary:** 16,000/- (Consolidated)
* **Travel Allowance (TA):** 1,200/- per month (As per project norms)

# **Educational Qualification**

* **Master of Social Work (MSW)** from a recognized University/Institution is **mandatory**.
* Preference will be given to candidates having experience in **HIV/AIDS, Targeted Intervention (TI) Programme, Public Health, Counselling, Community Development, or the NGO sector**.
* Good communication, counselling, documentation, and computer skills (MS Office) are essential.
* Knowledge of the **National AIDS Control Programme (NACP), HIV/AIDS, STI, Behaviour Change Communication (BCC), OST/NSEP, and community-based interventions** will be an added advantage.

# **Experience**

* Minimum **1-2 years** of relevant experience in HIV/AIDS, Public Health, Counselling, Community Development, or NGO programmes.
* Experience of working with High-Risk Groups (HRGs) and government health programmes will be preferred.

# **Job Purpose**

The Counsellor will be responsible for providing counselling services, Behaviour Change Communication (BCC), psychosocial support, clinic management, referral services, documentation, outreach activities, and community mobilization for High-Risk Groups (HRGs) under the Targeted Intervention Programme.

# **Key Duties & Responsibilities**

## **A. Counselling & Behaviour Change Communication (BCC)**

* Conduct individual and group counselling sessions on HIV/AIDS, STI prevention, safer sexual practices, safe injecting practices, overdose prevention, abscess prevention, OST services, and drug treatment options.
* Provide psychosocial support and family counselling.
* Demonstrate correct condom use and educate beneficiaries on condom negotiation skills.
* Motivate clients for regular medical check-ups and facilitate referrals to ICTC, FICTC, STI Clinics, ART Centres, OST Centres, and other healthcare services.
* Orient and support Outreach Workers (ORWs) on counselling techniques and Behaviour Change Communication activities.
* Counsel female sex partners and spouses of Injecting Drug Users (IDUs) and motivate them to utilize HIV prevention services.
* Develop culturally appropriate IEC/BCC materials suitable for the local community.
* Conduct regular follow-up counselling at the Drop-In Centre (DIC) and during field visits.
* Identify behavioural barriers affecting health-seeking behaviour and prepare appropriate counselling interventions.
* Guide outreach teams in planning need-based Behaviour Change Communication sessions.

## **B. Clinic & Case Management**

* Assist in the management of clinic activities, including patient flow, counselling services, and coordination with medical service providers.
* Visit clinic sites and preferred providers for monitoring service quality.
* Support dispensing of medicines as per project guidelines.
* Maintain counselling records and beneficiary documentation.
* Prepare at least **12 case records annually** with risk assessment and risk management plans.

## **C. Outreach, Referrals & Community Services**

* Coordinate with Outreach Workers to improve referrals and service uptake.
* Prepare hotspot-level outreach plans to reduce treatment defaults.
* Strengthen linkages with ICTCs, FICTCs, ART Centres, STI Clinics, OST Centres, and Social Welfare Departments.
* Participate in stakeholder meetings and community engagement activities.
* Facilitate beneficiaries' access to government welfare schemes and rehabilitation services.
* Travel within the project area for approximately **10-12 field days every month** for counselling and outreach activities.

## **D. Monitoring, Documentation & Reporting**

Maintain and update:

* Referral Register
* Referral Cards
* Patient Register
* Follow-up Register
* Patient Cards
* Condom Stock & Issue Register
* Needle & Syringe Stock Register
* Medicine Stock Register
* Bio-medical Waste Register
* Social Marketing Register
* Other project records as prescribed.

Coordinate with the M&E Assistant-cum-Accountant for:

* Stock reporting of condoms, medicines, STI medicines, and OST medicines.
* Site validation and quarterly HRG line listing.
* Identification of low-performing hotspots.
* Timely submission of reports and project documentation.

## **E. Bio-Medical Waste Management**

* Ensure proper collection and safe disposal of used needles and syringes as per Bio-Medical Waste Management Guidelines.
* Ensure safe disposal of clinic and health camp waste according to prescribed protocols.

# **Reporting**

The Counsellor will report directly to the **Project Manager** and will be responsible for:

* Submission of monthly reports.
* Preparation of programme data and documentation.
* Maintaining beneficiary records and registers.
* Preparation of at least **12 case records** with risk management plans.
* Participation in review meetings, monitoring visits, and stakeholder meetings.

# **Training Requirements**

The Counsellor should possess or be willing to undergo training in:

* HIV/AIDS & STI Prevention

* Behaviour Change Communication (BCC)
* Counselling & Psychosocial Support
* Risk Assessment & Case Management
* Condom Demonstration & Re-demonstration

* Communication Skills
* Rapport Building & Community Mobilization

# **Essential Skills**

* Excellent counselling and communication skills.
* Strong interpersonal and active listening abilities.
* Good documentation and report-writing skills.
* Computer proficiency (MS Office).
* Ability to work with vulnerable and marginalized communities.
* Ability to work independently as well as in a multidisciplinary team.
* Willingness to travel extensively within the project area.
