CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
The Government of Assam has demonstrated a growing commitment to strengthening Social and Behaviour Change (SBC) programming to positively influence how individuals, families, and communities make informed decisions for the well-being of children and adolescents. With an increased focus on improving outcomes in nutrition, health, child protection, and disaster risk reduction, there is a critical need to move beyond conventional communication campaigns and adopt behaviourally informed strategies that enable sustained change at scale.
UN ORGANISATION has been supporting the Department of Women and Child Development (DWCD), Assam, in strengthening RMNCH, IYCF, ECD, maternal and adolescent nutrition outcomes. This support has progressively emphasized community engagement, demand generation, and behaviour-informed programming as key drivers of impact.
The SBC team at the UN ORGANISATION Field Office for Assam and the North-East plays a pivotal role in facilitating this transition. However, there is a growing requirement for specialized technical expertise in advanced behavioural research, programme design, and documentation across multiple thematic areas and partner departments. The integration of Behavioural Insights (BI), Nudge Theory, and Human-Centred Design (HCD) approaches necessitates dedicated technical support to institutionalize these methodologies within government systems and academic networks. Such integration will enable evidence-based programming and strengthen the adoption of behavioural approaches across sectors.
Building on the foundational work in nutrition in Assam, the Behavioural Insights Unit (BIU) will expand its scope to include child protection and health priorities. It will apply BI and HCD approaches to strengthen systems and address social norms that influence behaviours in Assam and North East states. This consultancy will support the capacity development of key stakeholders, including DWCD, Bodoland Territorial Council (BTC), National Institute of Public Cooperation and Child Development (NIPCCD), Tribal Cooperative Marketing Development Federation of India (TRIFED), Regional Resource Centre of the National Health Systems Resource Centre (NHSRC), and universities. The objective is to institutionalize BI and HCD methodologies across sectors, contributing to sustainable and evidence-based programming in Assam and the North-East region.
In addition, given the focus on strengthening child protection systems in Tripura particularly to address the high prevalence of child marriage the consultancy will extend support to the state. This will include capacity building of state and district officials on gender-transformative SBC strategies, rollout of an adapted adolescent parenting programme, and strengthening civic engagement with faith-based organisations and civil society platforms through the North-East SBC Alliance.
