ABOUT THE ORGANIZATION
The Postgraduate Institute of Medical Education and Research (PGIMER) is based in Chandigarh (city in North India) and was established in 1962 by then Prime Minister of India, Pt. Jawaharlal Nehru. It was declared as an "Institute of National Importance" by an Act of Parliament of India on 1st April 1967 and is currently an autonomous body functioning directly under the Ministry of Health and Family Welfare, Government of India. PGIMER has almost all specialties and super specialties departments.
The Department of Community Medicine, PGIMER was instituted in 1977 with the purpose of developing effective models of health service delivery for rural communities and for providing community health orientation to public health professionals. To address emerging challenges in public health education and research, the Department of Community Medicine was upgraded to Department of Community Medicine & School of Public Health (SPH) in the Tenth Five Year Plan of India (2002-06).
OBJECTIVE OF THE RFP
The objective of this RFP is to undertake a comprehensive assessment of retail availability of essential items and tobacco products in the following cities based on the protocol to be shared by PGIMER, Chandigarh:

Interested agencies may submit their proposals for all four cities. Preference will be given to agencies having prior experience in conducting similar work.
Study Period: 1st August 2026 to 31st October, 2026
Estimated Budget: INR 45,000 to 50,000 per city
SCOPE OF WORK
"Assessing Retail Availability of Essential Items and Tobacco Products: A pre-designed protocol will be shared by PGIMER Team. The scope of work includes data collection through mobile application (epi-collect) or any other mutually decided, data analysis, and report preparation of the study. The selected agency is required to coordinate with PGIMER team to facilitate the study including preparatory checklists.
The selected agency will then conduct the survey based on mutually agreed protocol in identified jurisdiction and submit the completed report to this office in due time after necessary analysis of the collected data, as per protocol.
The survey agency will be required to submit all required documentation along with master tables and any other related reports and documents collected during the assessment."
SUBMISSION OF PROPOSAL
Two separate proposals are required to be submitted - Technical and Financial Proposal. Interested agencies may submit their proposals in two separate emails, your email should clearly state –
"Technical Proposal – RETAIL AVAILABILITY SURVEY OF ESSENTIAL ITEMS AND TOBACCO PRODUCTS"
and
"Financial Proposal - RETAIL AVAILABILITY SURVEY OF ESSENTIAL ITEMS AND TOBACCO PRODUCTS"
