Programme Overview:
The National Program for Control of Blindness and Vision Impairment (NPCBVI), launched by the Government of India in 1976, has evolved to address not only blindness from cataracts but also the burden of refractive errors. NPCBVI mandates for effective screening and management of presbyopia as part of its refractive-error interventions with the larger aim to enhance the quality of life for older adults and contribute to national goals of equitable eye-care access. In line with these priorities, the William J. Clinton Foundation (WJCF) is conducting a pilot project in rural areas of Madhya Pradesh to improve access to presbyopia care through a decentralized model.
Project Background:
The William J. Clinton Foundation (WJCF) aims to strengthen the public health system’s readiness and capacity to expand access to presbyopia care by integrating eye screening and on-site dispensation of near vision glasses within primary healthcare settings. To advance this objective, WJCF is piloting decentralized presbyopia care in a district of Madhya Pradesh. The pilot is focusing on generating operational learnings, implementation insights, and evidence-based approaches that can inform scalable models for state-wide adoption. As part of the initiative, WJCF is supporting the capacity building of healthcare workers—including primary-level staff and frontline health workers—on presbyopia identification, screening protocols, counselling, and referral pathways, thereby strengthening the delivery of comprehensive eye-care services at the primary-care level. These efforts are complemented by community engagement and awareness activities designed to improve understanding of presbyopia, encourage timely care-seeking, and enhance the uptake of near-vision correction and comprehensive eye care.
Position Summary:
WJCF is looking to hire a District Coordinator to support the on-ground implementation of presbyopia program in Sehore district of Madhya Pradesh. The role requires ability to drive project delivery at in close collaboration with government officials. The district coordinator will be responsible for effective implementation of all components of the program in the assigned territory. We are seeking a highly motivated, entrepreneurial individual with outstanding program implementation capabilities. The candidate must be able to function independently and have a strong commitment to excellence. Responsibilities:
- Implement operational plans, guide Block Coordinators, and manage relationships with government and non-government stakeholders at the district level.
- Support the rollout of data reporting, monitoring, and evaluation tools to track program performance.
- Facilitate collection and analysis of facility- and community-level data to identify field-level gaps and improvement areas.
- Conduct training sessions for healthcare workers using standardized training materials and eye-screening protocols.
- Support implementation of forecasting and inventory management plans, including rollout of stock monitoring tools and dashboards to ensure uninterrupted commodity supply.
- Prepare documentation and communication materials such as reports, briefs, and updates for government, donor, and other stakeholders.
- Travel at short notice to pilot sites within the district or to the state office, as required.
- Perform any other responsibilities assigned by the program leadership.
Qualifications:
- Bachelor’s degree in economics/public health/business or a related field and a minimum of five years of professional experience in program implementation.
- Proven ability to communicate effectively and engage with government officials and community stakeholders.
- Experience in data collection, analysis, and utilization for program evaluation and decision-making.
- Working knowledge in MS Office.
- Entrepreneurial mindset with demonstrated ability to work independently on complex projects and solve challenging problems, in a high-pressure, fast-paced environment
- Demonstrated ability to multi-task with a strong commitment to excellence.
- Hindi language fluency, both written and verbal
