The Adventist Development and Relief Agency (ADRA) India, is an independent humanitarian and development agency, engaging in sustainable development and disaster response programs for economically deprived and socially marginalized people in India. Position: Project Officer
Reports to: Program Manager – Livelihood

Role Purpose
The Project Officer holds day-to-day responsibility for the REAR pilot. The post-holder plans, coordinates and delivers all project activities in line with the logframe, the Detailed Implementation Plan and donor requirements, managing the team, partners, procurement and reporting so that targets are achieved to time, budget and quality.
Key Responsibilities
1. Planning and coordination
- Maintain the master implementation plan, work plans and schedules; coordinate activities across the team, technicians, vendors, banks and government partners.
- Track progress against the logframe, milestones and indicators (IPTT); identify slippage early and adjust plans.
2. Procurement, installation and technical quality
- Manage procurement of retrofit kits and safety components under the three-quote policy, including sample testing and vendor contracting with warranty.
- Plan and oversee community installation camps (electric Model A and gear Model B) batch-wise; ensure quality testing and proper handover.
- Contract and coordinate certified e-kit technicians; oversee post-installation quality assurance and the technical helpline.
3. Beneficiary services, training and inclusion
- Oversee beneficiary identification and transparent selection (including buffer units) and the baseline and endline surveys.
- Coordinate e-kit training, financial-literacy and Jan Dhan account-opening camps, and government welfare scheme enrolment (PM SVANidhi, Ayushman Bharat, PM Vishwakarma, PM Suraksha Bima) with NULM and banking partners.
4. RMSG, replication and sustainability
- Facilitate the formation and strengthening of the Rickshaw Maintenance and Savings Group, including savings, SHG-federation linkage and the transition of technicians into the RMSG maintenance network.
- Develop the open-access Replication Toolkit and the project’s exit and sustainability mechanisms.
5. Monitoring, evaluation and reporting
- Operate the monitoring system; coordinate the mid-term review and the endline and independent external evaluation.
- Prepare mid-term and final narrative and financial reports for ADRA International, and maintain documentation, case studies and the asset inventory.
6. Finance, compliance and safeguarding
- Ensure expenditure aligns with the approved budget and support timely financial reporting with the Finance Director.
- Uphold safeguarding (child protection and PSEA), do-no-harm principles and ADRA’s Code of Conduct; oversee the complaint and feedback mechanism.
7. Stakeholder engagement and representation
- Liaise with rickshaw unions, lane leaders, local government, the Delhi Transport Department and sector partners; represent the project at relevant forums.
Perform other duties as assigned by the supervisors.
Qualifications and experience
- Bachelor’s or Master’s degree in social work, development studies, rural/urban management, social sciences or a related field.
- 3–5 years’ experience managing community development or livelihood projects — urban livelihoods, e-mobility, financial inclusion or skilling preferred.
- Demonstrated experience with donor-funded projects, logframe-based M&E, procurement and report writing.
- Project planning, coordination and budget tracking; strong report writing in English and Hindi.
- Team leadership, stakeholder management and the ability to work field-based in dense urban settings.
- Proficiency in MS Office; working knowledge of government welfare schemes and digital enrolment processes.
- Commitment to safeguarding, gender sensitivity, inclusion and ADRA’s values.
