CIMMYT (Centro Internacional de Mejoramiento de Maiz y Trigo in Spanish and International Maize and Wheat Improvement Center in English) is a cutting edge, public, non-profit, international organization dedicated to solving tomorrow’s problems today. It is entrusted with fostering improved quantity, quality, and dependability of production systems and basic cereals such as maize, wheat, triticale, sorghum, millets, and associated crops through applied agricultural science, particularly in the Global South, while building strong partnerships. This combination enhances the livelihood trajectories and resilience of millions of resource-poor farmers, while working towards a more productive, inclusive, and resilient agrifood system within planetary boundaries. Brief about BISA:
 
Borlaug Institute for South Asia (BISA) was established on October 5, 2011, through an agreement between the Government of India (GoI) and the International Maize and Wheat Improvement Center (Spanish acronym CIMMYT) and was bolstered by the globally credible name of Nobel Laureate Norman Ernest Borlaug. The institution draws on the decades of experience and success by BISA, and a global network of partners in using research to generate tangible benefits for farmers internationally. BISA is supported by a growing number of national stakeholders in South Asia. It is committed to stronger collaborations for accelerated impact, most prominently with the Indian Council of Agricultural Research (ICAR) and the three state governments (Punjab, Bihar, and Madhya Pradesh) where BISA farms are located.
 
The Government of India, through Notification S.O. 2815(E) issued under the United Nations (Privileges and Immunities) Act, 1947, granted certain privileges and immunities to the International Maize and Wheat Improvement Center, the Borlaug Institute for South Asia, and their internationally recruited officers. This was done in support of the Memorandum of Understanding signed on 5 October 2011 for establishing BISA in India, providing an official legal framework for its operations in the country.
 
BISA operates through multiple locations in India, including:
 • Ludhiana, Punjab,
 • Jabalpur, Madhya Pradesh, and
 • Pusa, Bihar.

Both CIMMYT India and BISA invite proposals from qualified and experienced payroll service providers to manage end-to-end payroll processing, statutory compliance, and related services. The detailed scope of work is given below:
 
Scope of Work:
 
Local Payroll Management
 
1. Payroll Processing
  • Monthly payroll processing for locally recruited fixed-term employees.
Salary computation includes:
  • Basic pay, HRA, Transport allowances, reimbursements, settlements etc.
  • Arrears and salary increment (annual process)
  • Statutory deductions.
  • Generation of pay slips (digital format).
  • Employee portal for self service (Fully Automated and Easy to Use with documented manuals for training the staff)
  • Final settlement (Full & Final) processing.
  • Payroll register and reconciliation reports.
  • Processing Medical Insurance reimbursement inputs (CIGNA) on a monthly basi
Guidelines for Submission for Proposals:
 
1. Two separate (signed & stamped) sealed proposals need to be submitted through courier/by hand in the name of 2 different legal entities - CIMMYT India and BISA (details are as below):

2.  The envelope should be superscribed with “Proposal for CIMMYT India Payroll Services” / Proposal for BISA Payroll Services” – 2 separate proposals. Only those payroll companies will be considered for evaluation who submit proposals for both entities.
3.                Proposal validity: Agreement will be entered into for 3 years wef Oct 01, 2026 (based on satisfactory performance) so the cost quoted should remain valid for a period of 3 years. 
4.  Payment Terms: Upon receipt of tax invoice on monthly basis.
5.  Corporate Documents to be submitted:
  • Certificate of Incorporation of the company
  • Power of attorney in favor of the Signing authority from company side
  • ID of the legal representative who shall sign the agreement
  • Proof of address (Rent agreement/Electricity or Telephone bill)
  • Bank statement/ Cancelled Cheque
  • PAN Card
  • GST Registration Certificate
6.  Client list and past work experience (particularly with international organizations) is to be submitted along with the RFP.
7.   Last date of submission of RFP is July 31, 2026
8.  Incomplete proposals will not be considered.
9.  CIMMYT India / BISA reserves the right to select/ reject the proposals or cancel this RFP at any point of time without any liability whatsoever.
 
Note:
 
CIMMYT India / BISA will enter into an agreement with the selected Payroll Firm for a period of three years, subject to satisfactory services. The performance of the Service Provider will be reviewed after the initial three (3) months, and subject to satisfactory performance, the Services will be continued for a period of three (3) years. If the Service Provider fails to provide satisfactory Services during the initial three (3) months, CIMMYT reserves the right to give sixty (60) days' written notice to the Service Provider and terminate the Contract without any liability whatsoever. The Payroll Vendor cannot subgrant or hire additional contractors to fulfill the scope of work described above.
