RISE's global health security, HIV/TB, malaria, maternal, newborn and child health, nutrition and other programs are designed to promote integration within national health systems, reflecting how health workers deliver care at the point of service.
RISE supports national governments to strengthen data systems, commodity security and supply chains, and human resources for health while mobilizing domestic resources and preparing for transition to government ownership and self-reliance.
RISE works with national and sub-national governments, private sector, and community and faithbased organizations (FBOs) to innovate and apply data-driven performance tracking to deliver results efficiently.
About the Position :
The Senior Advisor – Digital Health and MERL will provide strategic technical leadership to strengthen digital health systems, monitoring, evaluation, research, and learning (MERL) under the National AIDS Control Program (NACP) and RISE HIV. The position will support the design and implementation of innovative digital solutions, strengthen data-driven decision-making, and enhance program performance through advanced analytics and real-time monitoring. The incumbent will work closely with NACO, State AIDS Control Societies (SACS), and implementing partners to support above-site technical assistance, digital transformation, and achievement of the 95-95-95 (now 99) HIV targets. The role will also contribute to the development of sustainable national health information systems and evidence-based program improvements.
Roles and Responsibilities :
• This position will provide support for project activities like above site support with a particular focus on digital initiatives, monitoring, evaluation, research, learning (MERL), and the implementation of strategic interventions.
• Lead the design and implementation of patient centric digital health and innovative solutions that engages patients for self-care, risk-perception, access to existing services Support in carrying out feasibility of digital health and innovative solutions which leads to design and implementation of patient -centric systems using existing data.
• Provide technical leadership for evaluations related to digital health and innovative solutions in improving person-centred care.
• Oversee the rollout and integration of national digital health systems (e.g., SOCH, HMIS, ICTC, ART tools).
• Work and develop the cascade base State level Targets in the Target setting tool
• Develop and manage real-time dashboards, KPIs and data visualization tools to inform decision-making.
• Support PEPFAR districts to use existing data in formulating short-term and long-term strategies to inform the fast-tracking of 95-95-95.
• under the National AIDS Control Program (NACP) and enables a right-based approach for people living with HIV (PLHIV).
• Ensure integration of MERL (Monitoring Evaluation Research and Learning) principles across program planning, implementation and continuous improvement in implementation of these innovative solutions.
• Provide oversight for strengthening and optimization of routine health information systems, including case-based surveillance and program monitoring platforms.
• Lead advanced data analysis, including epidemiological profiling, cohort monitoring, trend analysis, and predictive analytics.
• Support implementation of program tools that enhances data use for predicting health conditions to improve treatment outcomes.
• Support in implementation of large-scale data systems that gathers data from various sources and helps in data triangulation, especially in creating benchmarks for achieving 95-95-95 at district level.
• Undertake any other responsibilities and assignments as directed by the supervisor to support project objectives and organizational priorities
Qualifications and Experience :
• Master’s degree in Statistics/public health or a related field required.
• Minimum 15 years of progressively responsible experience in Strategic Information, MERL, or public health data systems.
• Demonstrated experience working on PEPFAR/DOS supported programs, especially on digital health and innovative solutions.
• Proven experience strengthening national or large-scale health information systems in low- and middle-income country settings.
• Experience working collaboratively with government institutions, INGOs, and multilateral organizations.
Skills and Competencies :
• Strong technical expertise in Digital Health, MERL, Strategic Information, and public health data systems.
• Excellent knowledge of national health information systems such as SOCH, HMIS, ICTC, and ART reporting systems.
• Advanced analytical skills, including epidemiological analysis, data visualization, dashboard development, and predictive analytics.
• Demonstrated ability to lead digital transformation initiatives and manage large-scale health information systems.
• Strong understanding of HIV/AIDS programs, NACO priorities, and PEPFAR-supported initiatives.
• Proven ability to work effectively with government agencies, development partners, and implementing organizations.
• Excellent project management, planning, coordination, and problem-solving skills.
• Strong communication, presentation, and stakeholder engagement skills.
• Ability to mentor teams, build institutional capacity, and promote data-driven decisionmaking.
