CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Jharkhand continues to face a high burden of child malnutrition and persistent challenges in improving early childhood development (ECD) outcomes. According to NFHS-6, 35.9% of children under five are stunted, 22.3% are wasted, and 41% are underweight, indicating a critical need for integrated interventions during the first 1,000 days of life. While the Integrated Child Development Services (ICDS) scheme provides a platform for delivering nutrition and ECD services, gaps remain in quality, coverage, and convergence with health systems.
The Integrated Child Development Services (ICDS) scheme, through Anganwadi centers, plays a pivotal role in delivering nutrition and ECD interventions. “POSHAN Abhiyaan” a national flagship programme is in right direction to address nutritional outcome by leveraging community mobilization, technology, and convergence. Further, to address the issue of high prevalence of wasting in the State, DWCD has the ongoing CMAM (community-based management of acute malnutrition) programme. Under Poshan Bhi Padhai Bhi initiative, there is an increased emphasis on integrating nutrition and early childhood development services to ensure holistic care during early phase of life. However, gaps remain in the quality and coverage of home-based interventions, delivery at Anganwadi centers such as growth monitoring, Take Home Ration & community-based events.
This consultancy aims to provide technical support to DWCD to improve the coverage & quality of integrated nutrition and ECD services by strengthening the implementation of key initiatives under POSHAN 2.0, and Poshan Bhi Padhai Bhi.
