About DITO Social Welfare Association
DITO Social Welfare Association is a Section 8 non-profit working across Howrah, Bankura, Purulia, South 24 Parganas and Kolkata on community health, education, livelihoods and environment-linked programmes at the grassroots level. DITO's field operations are delivered through a network of Project Officers embedded in local communities, supported by partnerships with corporates (CSR), foundations and government bodies.
 
Position Summary
 
The Program Manager will lead reporting and Monitoring & Evaluation (M&E) across DITO's programmes, and will directly supervise Project Officers working at the grassroots level. The role sits at the intersection of field implementation and donor/organisational accountability: he/she is responsible for ensuring that programme data is captured accurately, that field teams are supported and held to delivery standards, and that DITO's progress is communicated clearly to donors, partners and the Board through high-quality reports. 
 
Key Responsibilities
 
1. Monitoring & Evaluation
  • Design and maintain M&E frameworks, indicators and data-collection tools for DITO's ongoing programmes (health, education, livelihoods, environment).
  • Conduct regular field monitoring visits across project locations to verify activity implementation, data quality and beneficiary feedback.
  • Track programme outputs and outcomes against approved workplans and log frames; flag delays or deviations early.
  • Maintain and continuously improve data registries/dashboards used to track programme performance.
  • Support baseline, midline and endline assessments, and periodic impact studies, in coordination with external evaluators where relevant.
2. Report Writing & applying for Grants
  • Draft and finalise donor and CSR progress reports, Grant Reports and Annual Reports, ensuring accuracy, consistency and adherence to donor formats and deadlines.
  • Consolidate field-level data and narratives submitted by Project Officers into coherent, well-structured programme reports.
  • Prepare internal MIS reports and dashboards for the Founder/Director and Board on programme progress, risks and achievements.
  • Grant Proposal writing with technical accuracy .
3. Supervision of Project Officers
  • Directly supervise, mentor and build the capacity of Project Officers deployed across field locations.
  • Set clear work plans, reporting formats and timelines for Project Officers; review their field reports and data submissions for quality and completeness.
  • Conduct periodic performance reviews and provide constructive feedback to strengthen field-level delivery.
  • Act as the first point of escalation for field-level implementation challenges, coordinating solutions with the Director as needed.
4. Data Management & Quality Assurance
  • Ensure all programme data (health camps, livelihood tracking, education/attendance records, beneficiary lists, etc.) is collected, cleaned and stored systematically.
  • Conduct spot-checks and data audits to ensure accuracy and prevent duplication or errors in field data.
  • Maintain documentation in line with donor compliance and audit requirements.
5. Coordination & Liaison
  • Coordinate with partner organisations, CSR teams, government departments and community stakeholders on programme monitoring and reporting requirements.
  • Represent DITO in review meetings, donor site visits and evaluation exercises.
  • Work closely with the communications team to translate M&E findings into case studies, success stories and annual report content.
Required Qualifications & Experience
  • Master's degree in Social Work, Development Studies, Public Policy, or a related field.
  • 5–8 years of relevant experience in the development/non-profit sector, with demonstrated experience in monitoring & evaluation and technical/narrative report writing.
  • Prior experience supervising field-based teams (e.g., Project Officers, Community Mobilisers, Field Coordinators).
  • Strong written English, with the ability to produce polished donor and CSR reports.
  • Proficiency in MS Excel/Google Sheets; familiarity with data visualisation or MIS/dashboard tools is an advantage.
  • Willingness to travel extensively, including to remote and rural project locations.
  • Working knowledge of Bengali is preferred, given the grassroots nature of field engagement.

  • Sound judgement and problem-solving when field-level issues arise.
  • Commitment to DITO's mission and to ethical, community-centred development practice.
